Honorable Mayor and Councilors

City Manager

City Attorney

Clerk of Council

Subject: Request to amend the text of the Unified Development Ordinance to

create a corridor overlay district: Veterans Parkway Overlay District

The Veterans Parkway Overlay District is proposed as additional requirements

for development along the northern portion of Veterans Parkway, from

Williams/Moon Road to the Harris County line. The development of the overlay

district was driven by a committee consisting of property owners, developers,

builders, and business interests of the north central area of the county. The

overlay provides provisions for new development and redevelopment, and

addresses various issues, such as traffic, parking, aesthetics, landscaping,

etc. The overlay would extend 750 feet beyond the right-of-way of Veterans

Parkway and would include all development except single family residential.

The Planning Advisory Commission considered this text amendment at their

meetings on January 7 and February 18, 2009. The Planning Advisory Commission

recommended that this text change be denied (4-3).

The Planning Department recommends approval.
