SUBJECT: Columbus Technical College - Intergovernmental Agreement
INITIATED BY: Engineering
Recommendation: Approval is requested to execute an Intergovernmental
Agreement between the City and Columbus Technical College for allowing their
Public Safety officers to operate on the City?s 800 MHz Regional Radio System.
Background: Columbus Technical College has made a request to the City to
purchase four (4) of their own 800 MHz radios to operate on the City?s Regional
Radio System.
Analysis: The City has authorized Columbus College, Columbus Airport and other
regional local governments through similar Intergovernmental Agreements to
operate on the City?s Regional Radio System. Allowing Columbus Technical
College to use the City?s Regional Radio System would provide radio
interoperability during emergency events.
Financial Considerations: Columbus Technical College will be responsible for
their own radio purchase and maintenance costs.
Projected Annual Fiscal Impact Statement: There will not be any additional
Radio System maintenance cost to the City for the four radios.
Legal Considerations: The City Attorney has reviewed all necessary documents
for submission to Council for approval.
Recommendations/ Actions: Approval is requested to execute an
Intergovernmental Agreement between the City and Columbus Technical College
allowing them to operate radios on the City?s Regional 800 MHz Radio
Communication System.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN INTERGOVERNMENTAL
AGREEMENT BETWEEN THE CONSOLIDATED GOVERNMENT OF COLUMBUS, GEORGIA AND COLUMBUS
TECHNICAL COLLEGE FOR THE PURPOSE OF MAKING THE COLUMBUS REGIONAL 800 MEGAHERTZ
RADIO SYSTEM AVAILABLE FOR THEIR USE AND TO INSURE RADIO INTEROPERABILITY
BETWEEN AGENCIES.
WHEREAS, Columbus Technical College is a unit of the Technical Colleges of
Georgia; and,
WHEREAS, the agencies within the Columbus Consolidated Government and Columbus
Technical College work together routinely to benefit the citizens of Columbus;
and,
WHEREAS, the public safety departments of both agencies support each other thru
mutual aid events; and,
WHEREAS, Columbus Technical College desire to upgrade their radios to be
compatible with the Columbus Regional 800 Megahertz Radio System; and,
WHEREAS, allowing the Columbus Technical College to become a member of the
Columbus Regional 800 Megahertz Radio System is mutually beneficial to both
agencies insuring radio interoperability for both daily use and during
emergency events; and,
WHEREAS, an Intergovernmental Agreement like those previously approved by
Council was prepared and ready for execution with a recommendation for approval.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
THAT THE CITY MANAGER IS HEREBY AUTHORIZED TO EXECUTE AN INTERGOVERNMENTAL
AGREEMENT BETWEEN THE CONSOLIDATED GOVERNMENT OF COLUMBUS, GEORGIA AND COLUMBUS
TECHNICAL COLLEGE FOR THE PURPOSE OF MAKING THE COLUMBUS REGIONAL 800 MEGAHERTZ
RADIO SYSTEM AVAILABLE FOR THEIR USE AND TO INSURE RADIO INTEROPERABILITY
BETWEEN AGENCIES.
