SUBJECT: Georgia Power Memorandum of Understanding - 11th Street

Viaduct Lighting

Recommendation: Approval is requested for the execution of a Memorandum of

Understanding with Georgia Power for the replacement and operation of

pedestrian and street lighting in the 11th Street Viaduct $21,175.



Background: The 11th Street Viaduct is approximately 300 ft. in length where

11th St. travels under a portion of the Norfolk Southern Railyard. The viaduct

includes a pedestrian walkway which runs along the westbound lane of traffic to

permit pedestrian travel. The viaduct requires supplemental lighting for

driver and pedestrian safety due to limited visibility. In a previous lighting

agreement, date unknown, Georgia Power agreed to provide the lighting fixtures

and routine maintenance of the fixtures to include bulb replacement. The City

was required to provide installation and pay for electrical service to the

lights. Lighting in the eastbound lane of traffic is no longer operational and

only half of the westbound lane currently operates. There are currently no

pedestrian lights along the pedestrian walkway. These lights were previously

removed due to vandalism. All lighting fixtures and electrical service are no

longer serviceable and require replacement.



Analysis: Georgia Power has conducted an assessment of the lighting needs in

the 11th St. viaduct and determined all electrical service and lighting

fixtures are no longer serviceable and require replacement. Per the original

agreement, the City will be required to pay for installation of the electrical

service and the monthly service for the lighting at the viaduct. The scope of

work will include removal of all electrical service, conduit, controls and

fixtures; installation of new controls, conduit, electrical service for 43 -

150 watt high pressure sodium wallpacks which includes 9 additional lights for

the pedestrian tunnel. To insure installation is performed in accordance with

Georgia Power standards, the company will coordinate the installation of the

electrical service and invoice the City for the required work. Georgia Power

will have the required fixtures installed to restore lighting in the viaduct

and pedestrian walkway. The pedestrian walkway light fixtures will be

installed with vadal resistant wire guards.



Financial Considerations: The lighting for the viaduct is a safety issue for

drivers and pedestrians. Funding for this expenditures is available in the

LOST Facility Infrastructure CIP Account 96001 - Phase 2011.



Projected Annual Fiscal Impact Statement: The installation of nine additional

lights to illuminate the pedestrian walkway will result in a $2,435.40 per year

increase in electrical service.



Legal Considerations: This action requires Council's Approval.



Recommendations/ Actions: Authorize the City Manager to execute a Memorandum

of Understanding with Georgia Power for the replacement and operation of

pedestrian and street lighting in the 11th Street Viaduct.

A RESOLUTION AUTHORIZING THE EXECUTION OF A MEMORANDUM OF UNDERSTANDING WITH

GEORGIA POWER FOR THE REPLACEMENT AND OPERATION OF PEDESTRIAN AND STREET

LIGHTING IN THE 11TH STREET VIADUCT FOR $21,175.00.

WHEREAS, the 11th Street Viaduct is approximately 300 ft. in length where 11th

includes a pedestrian walkway which runs along the westbound lane of traffic to

permit pedestrian travel. The viaduct requires supplemental lighting for

WHEREAS, Georgia Power has agreed to remove all existing lighting components in

the viaduct and replace with new conduit, electrical service, controls, and 43

- 150 watt high pressure sodium fixtures which includes 9 additional light

fixtures for the pedestrian walkway consistent with the prior agreement with

the City. Georgia Power will also provide maintenance for the lighting

fixtures as needed; and,

WHEREAS, funds are available for this project in the LOST Facility

Infrastructure CIP Account 96001 Phase 2011.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager or his designee is hereby authorized to enter

into a Memorandum of Agreement with Georgia Power for the replacement and

operation of pedestrian and street lighting in the 11th Street Viaduct at a

cost of $21,175 as outlined in the attached agreement.
