SUBJECT: Georgia Department of Transportation - GATEway Grant Program



INITIATED BY: David Arrington, Deputy City Manager





Recommendation: Approval is requested to submit an application and, if

awarded, accept funding in the amount of $50,000 from the Georgia Department of

Transportation GATEway Grant Program; and further authorize the City Manager to

execute all documents necessary to accept funding to include a Mowing and

Maintenance Agreement with the Georgia Department of Transportation.



Background: The City was awarded a County Contract in 2007 to make

landscaping improvements on the North Bypass (J.R. Allen Parkway) from the

Chattahoochee River to River Road. The purpose of the project was to make

substantial landscaping improvement to the gateway entrance on J.R. Allen

Parkway at the Georgia State Line. Prior to execution of the contract, funding

was eliminated for the project due to funding reductions at the Department of

Transportation. Funding was not restored for the project in subsequent years.





Analysis: The Columbus Gateway Foundation, Inc., has funded the design for

supplemental landscaping improvements on J.R. Allen Parkway at the

Chattahoochee River extending east to the 2nd Avenue exit. The improvements

include elements previously planned for 2007 County Contract. The scope and

length of improvements have been reduced to match funding level of the current

Georgia Department of Transportation GATEway Grant program.



Financial Considerations: The GATEway Grant does not require a local match.

Funding for design has been provided by the Gateway Foundation, Inc.



Projected Annual Fiscal Impact Statement: The area proposed for landscaping

improvements is already under a Mowing and Maintenance Agreement with the

Department of Transportation and under annual contract by the City for

maintenance.



Legal Considerations: Council must approve the application for grant funding.



Recommendations/ Actions: Authorize the City Manager to apply for and if

awarded accept funding in the amount of $50,000 from the Georgia Department of

Transportation GATEway Grant Program; and further authorize the City Manager to

execute all documents necessary to accept funding to include a Mowing and

Maintenance Agreement with the Georgia Department of Transportation.







A RESOLUTION

A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION AND, IF

AWARDED, ACCEPT FUNDS IN THE AMOUNT OF $50,000 FROM THE GEORGIA DEPARTMENT OF

TRANSPORTATION GATEWAY GRANT PROGRAM; AND TO FURTHER AUTHORIZE THE CITY MANAGER

TO EXECUTE ALL DOCUMENTS NECESSARY TO ACCEPT FUNDS TO INCLUDE A MOWING AND

MAINTENANCE AGREEMENT.

WHEREAS, the City in partnership with the Gateway Foundation, Inc., has made

numerous beautification improvements at major intersection in the community

through landscaping projects; and,

WHEREAS, J.R. Allen Parkway at the Chattahoochee River extending east was

planned for landscaping improvements in 2007 but the improvements were not

realized due to state funding shortages; and,

WHEREAS, the City desires to make certain landscaping improvements on the right

of way of J.R. Allen between the Chattahoochee River and 2nd Avenue exit

ramps; and,

WHEREAS, the City agrees to execute a Moving and Maintenance Agreement with the

Georgia Department of Transportation to insure the project area is properly

maintained following completion of the project.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

I.

That the City Manager is hereby authorized to submit an application

and, if awarded, accept funds in the amount of $50,000 from the Georgia

Department of Transportation GATEway Program and amend the Capital Projects

Fund 0508 by the amount of the award; and,

II.

That the City Manager is further authorized to execute all documents

necessary to accept funds to include a Moving and Maintenance Agreement with

the Department of Transportation for the project area.
