SUBJECT: Substance Abuse Mental Health Services Administration Grant
(SAMHSA)
INITIATED BY: Superior Court
Recommendation: Approval is requested to submit an application, and if
approved, accept $975,000 from the US Substance Abuse and Mental Health
Services Administration (SAMHSA) for the operation of the Muscogee County Adult
Felony Drug Court, from October 1, 2016 to September 30, 2019 with no local
match, and to amend the Multi-Governmental Fund by the amount of the grant
award.
Background: Substance Abuse and Mental Health Services Administration has
provided funds to enhance Adult Drug Courts. The funds are being provided
through the Substance Abuse and Mental Health Services Administration to be
utilized to operate courts in FY16. These funds will be used to partner with
New Horizons Behavioral Health to enhance our current operations to include
transitional housing for Drug Court participants and to begin a Medication
Assisted Treatment program to help battle the rising heroin epidemic.
Analysis: The Muscogee County Adult Felony Drug Court is requesting a grant of
$325,000 annually for 3 years totaling $975,000 from SAMHSA to operate the
Adult Felony Drug Court for a period of 36 months.
Financial Considerations: The City is not required to provide a cash or In Kind
matching funds to participate in this grant program.
Projected Annual Fiscal Impact Statement: The Columbus Consolidated Government
will not be required to continue this program when the grant funds have been
expended.
Legal Considerations: The Columbus Consolidated Government is eligible to apply
for funds from the Substance Abuse and Mental Health Services Administration.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT AND IF APPROVED, ACCEPT A
GRANT OF $975,000 FROM THE SUBSTANCE ABUSE AND MENTAL HEALTH SERVICES
ADMINISTRATION TO FUND THE MUSCOGEE COUNTY ADULT FELONY DRUG COURT FROM OCTOBER
1, 2016 THROUGH SEPTEMBER 30, 2019 WITH NO LOCAL MATCH, AND TO AMEND THE
MULTI-GOVERNMENTAL FUND BY THE AWARD AMOUNT.
WHEREAS, funds have been made available from SAMHSA to the Adult Felony Drug
Court for a 36 month period beginning October 1, 2016 through September 30,
2019; and,
WHEREAS, funds are being made available to provide support for the operation of
the Muscogee County Adult Felony Drug Court for FY16 ? FY19; and,
WHEREAS, funds have been made available from the Substance Abuse and Mental
Health Services Administration to enhance Adult Drug Court program using
services provided by New Horizons Behavioral Health and SAMHSA is accepting
grant requests from Accountability Courts throughout the United States; and,
WHEREAS, the City is not required to make any cash or in kind match.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to submit a grant application to the
US Department of Justice to fund the Muscogee County Adult Felony Drug Court
and if awarded accept $975,000 to provide funding from October 1, 2016 to
September 30, 2019.
