SUBJECT: Acquisition of Property at River Mill Tax Map
Numbers 008 008 004, 008 008 007 and 008 008 006

Recommendation: Approval is requested for the acquisition of property at River
Mill that will enable construction of a missing portion of the Riverwalk. The
acquisition price is $609,361.93. (See attached map indicating properties to be
purchased in yellow and green).
Background: At the end of calendar year 2012, Uptown, Inc., purchased
property located along Riverwalk at River Mill in order to assist the City in
making a timely transaction. The pledge was made to Uptown, that the City
would purchase property within the first quarter of 2013. Staff is prepared to
purchase that property from Uptown utilizing TSPLOST as a funding source. This
portion of river front property is essential to completing un-impeded access to
the Riverwalk.
Analysis: It is in the best interest of the City to complete the Riverwalk
connection and to maintain a positive working relationship with Uptown, Inc.
Financial Considerations: This is an approved project in the 2012 TSPLOST
budget.

Legal Considerations: Council must approve all property acquisitions.
Recommendations/ Actions: Approve the Acquisition of property along the River
Walk that will enable construction of a missing portion of the Riverwalk.
A RESOLUTION

A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A SALES AGREEMENT TO
PURCHASE PROPERTIES LOCATED AT RIVERMILL, TAX MAP NUMBERS 008 008 004, 008 008
007 and 008 008 006 FOR THE PURPOSE OF COMPLETING THE RIVERWALK AND CONNECTION
TO FIRST AVENUE.
WHEREAS, there is a critical segment of the Riverwalk that is missing located
at Rivermill; and,
WHEREAS, the 2012 TSPLOST was approved by the voters and included funds to
complete this connection; and,
WHEREAS, Uptown purchased the property at the end of 2012 in an effort to
secure the property for the City's purposes; and,
WHEREAS, the City agreed to purchase the land from Uptown once the Georgia
Department of Transportation approved the project; and,
WHEREAS, the city will proceed with the real estate closing upon receipt of the
necessary authorization from the Georgia Department of Transporation for final
right of way acquistion.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to execute a Sales Agreement
allowing the purchase of properties located at Rivermill, tax map numbers
008-008-004, 008-008-007 and 008-008-006 for the purchase price of $609,361.93.
