Board Meeting Minutes
August 3, 2011

A meeting of the Land Bank Authority Board was held on August 3, 2011 in the
City Council Conference Room of the Columbus Consolidated Government Center.

Board Chair Justin Krieg called the meeting to order. A Quorum was present.
Board Member Thomas Gristina made a motion to approve the June 2011 and July
2011 meeting minutes. Some Board Members said they had not received the June
2011 minutes, so only the July 2011 minutes were approved. The motion to
approve the minutes was revised by Board Member Thomas Gristina to only approve
the July 2011 minutes. Carson Cummings seconded the motion and it was carried
unanimously.
Deborah Meadows will re-distribute the June 2011 minutes for review and
approval at the Land Bank Authority Board Meeting in September.
Status of Habitat for Humanity Properties
The Land Bank Authority is waiting for attorney Jacob Beil to return the deeds
transferring from the City to the Land Bank Authority. Board Chair Justin Krieg
will call Jacob today regarding the Land Bank parcel transfer to Habitat for
Humanity. Habitat will continue to maintain the parcels it transfers to the
Land Bank. The question on a waiver for School Board taxes was raised.The Land
Bank Authority needs to go before the Muscogee County School Board to request a
waiver of school taxes on the parcels.
Board Member Thomas Gristina motioned to go forward with the transfer of 8 Land
Bank properties to Habitat for Humanity. Motion seconded by Board Member Carson
Cummings and carried unanimously.
Request from NeighborWorks Columbus
NeighborWorks Columbus has given Board Chair Justin Krieg a list of 76
properties they are holding, which are all in the low-moderate income
redevelopment areas of the City. NeighborWorks has proposed that the properties
be transferred to the Land Bank Authority. Several questions were raised about
the proposal and properties. After a discussion, the decision was made to get
additional information on the proposal. Board Chair Justin Krieg will meet with
Cathy Williams to present the questions the Land Bank Board has.

Update on Gould Street
The property at 2407 Gould Street is in a East Wynnton residential
redevelopment area with a dwelling on the property. The owner, Mrs. Taylor,
also owns a property on Andrews Road that is in a commercial area, that she
would like to give to the Land Bank Authority. Board Chair Justin Krieg said
he would talk to Cathy Williams at NeighborWorks Columbus regarding the Gould
Street property. Board Member Thomas Gristina will contact Ken Henson at
Habitat for Humanity about the Gould Street property and Mark McCollum will
contact Wynnton Neighborhood Housing regarding the Gould Street property. The
parcel was appraised at $36,000 and assessed at $14,000. There will be further
discussion regarding the Andrews Road commercial property.
Old/New Business
Board Chair Justin Krieg reported on the status of the Land Bank Authority
funding request to the City for Fiscal Year 12 additional funds. The request
was sent to the Mayor, City Manager and Deputy City Manager. The City responded
to Board Chair Justin Krieg, that they had not received the request. The maps
will include tax, demo and clearance liens.
Board Chair Justin Krieg requested City owned property maps in the
redevelopment areas south of Bradley park, east to 185, 2nd Avenue and Medical
Center and Beallwood to the north, be provided to the Land Bank Authority Board
for review. Mark McCollum said he will follow up with the GIS Department to
obtain the requested maps.
The next Land Bank Authority Board meeting will be on Wednesday, September 7,
2011.
