MINUTES # 34-10
The Columbus, Georgia, Board of Tax Assessors met Monday, September 20, 2010
at 9:00AM with Assessor Ann Grantham, Assessor Pat Hunter and Assessor Derrick
Shields present. Also present was Chief Appraiser Betty J. Middleton.
Chairman William Braxton and Assessor Lawton Grantham were absent.
Assessor Pat Hunter made the motion to approve Min#33-10. Assessor Ann Grantham
seconded the motion. Motion carried unanimously.
Assessor Derrick Shields made a motion to excuse Chairman William Braxton and
Assessor Lawton Grantham; Assessor Pat Hunter seconded the motion; motion
carried.
The Board signed assessment corrections for real estate.
Met with Mr. Preston concerning his personal property accounts # 06757801,
05883401, and 07113601. Mr. Preston said account # 05883401 was opened in 1998,
he filed returns and the taxes are paid through 2004, he did not file in 2005
and the taxes are still due. He opened account # 06757801 on January 26, 2005,
but no personal property return was filed for 2006. He paid his NOD tax bill
for 2006. He renewed his business license on March 9, 2007 and the value did
not change from 2006 since no personal property return was filed, the same
value remained on the account through 2008. He opened account # 07113601 on Mar
8, 2007. In 2008 he filed a personal property return and paid the taxes for
2008 and 2009. Mr. Preston was advised to close his business licenses and
return the copies to this office. The Board will then review and discuss how
they can help him.
Met with Ms. Menefee concerning her personal property account # 06728691 for
2005 and # 06728601 for 2006. Ms. Menefee stated she purchased a business
license in 2004 to manage her rental properties. She said the only assets she
had was a two drawer filing cabinet with one drawer used for her personal use.
Ms. Menefee failed to file a tax return or respond to the Official Tax Notice.
She closed her business license in 2005. After discussion Assessor Derrick made
the motion to leave the 2005 value as a valid assessment and remove the 2006
value as being erroneously assessed; Assessor Pat Hunter seconded the motion;
motion carried

Met with Mr. Webster concerning his personal property account # 06701901. Mr.
Webster said he purchased his business license in 2004 and made a tax return
for 2005 and paid his taxes for 2005 and 2006. He closed his business in 2007;
however, did not file a personal property return or pay his taxes for that
year. He closed his business license and paid his gross receipts for 2007
today. Mr. Webster said he disposed of the assets by selling part of it and
donated some to the Valley Rescue Mission. He said he left the shelving and
office furniture in the building. After discussion Assessor Derrick Shields
made a motion to leave the 2007 value as a valid assessment und remove the 2008
and 2009 as being erroneously assessed; Assessor Pat Hunter seconded the
motion; motion carried.
