SUBJECT: Property Acquisition ? 3500, 3502, 3505 Califon Court and

827 Englewood Drive



INITIATED BY: Department of Community Reinvestment









Recommendation: Approval is requested to purchase 3500, 3502, and 3505 Califon

Court a/k/a Tax Map 064 007 023, 024 And 020 And 827 Englewood Drive a/k/a Tax

Map Parcel 087 042 021 due to flooding issues in Columbus, Muscogee County,

Georgia. (See attached tax map.)



Background: Due to the flooding events that occurred during February and March

of this year, the Engineering Department conducted an analysis of the

structural flooding events. From this analysis, the Engineering Department

developed a classifications system of the flooding events and measures to

mitigate the risk of future flooding. In May 2009, a presentation was made to

Council and a recommendation was made to acquire of 5 properties based upon the

classification system. Council gave approval to proceed with the acquisition

of the properties. After the purchase of the properties, the homes will be

demolished and removed from the property.



Analysis: The City has completed the negotiations with 4 of the property

owners. Through good faith negotiations for the property located at 3500

Califon Court, the City and owner have agreed upon fair and equitable prices or

the property. Based upon appraised values from both parties, the agreed upon

price is $113,000. The seller will have 90 days after closing to vacate the

property

the City and owner have agreed upon fair and equitable prices or the property.

Based upon appraised values from both parties, the agreed upon price is

$133,000. The seller will have 90 days after closing to vacate the property.



Through good faith negotiations for the property located at 3505 Califon Court,

the City and owner have agreed upon fair and equitable prices or the property.

Based upon appraised values from both parties, the agreed upon price is

$166,000. The seller will have 90 days after closing to vacate the property.



Through good faith negotiations for the property located at 827 Englewood, the

City and owner have agreed upon fair and equitable prices or the property.

Based upon appraised values from both parties, the agreed upon price is

$62,000. The seller will have 90 days after closing to vacate the property.



Financial Considerations: The values of the property have been determined to

be $113,000, $133,000, $166,000 and $62,000. The Sellers has agreed to accept

payment from the City for the value of the property. The City will pay all

closing cost associated with each of the purchases. The purchases of the

property will be funded from the CIP - General Fund Supported - Property

Acquisition Account.



Legal Considerations: The purchase of property requires Council approval.



Recommendations/ Actions: Approve a Resolution authorizing the purchase of

3500, 3502, and 3505 Califon Court a/k/a Tax Map 064 007 023, 024 And 020 And

827 Englewood Drive a/k/a Tax Map Parcel 087 042 021 due to flooding issues in

Columbus, Muscogee County, Georgia.

A RESOLUTION AUTHORIZING THE PURCHASE OF 3500, 3502, AND 3505 CALIFON COURT

A/K/A TAX MAP 064 007 023, 024 AND 020 AND 827 ENGLEWOOD DRIVE A/K/A TAX MAP

PARCEL 087 042 021 DUE TO FLOODING ISSUES IN COLUMBUS, MUSCOGEE COUNTY,

GEORGIA.



WHEREAS; 3500, 3502, and 3505 Califon Court a/k/a Tax Map 064 007 023, 024 and

020 and 827 Englewood Drive a/k/a Tax Map Parcel 087 042 021 is to be purchased

due to flooding issues; and,



WHEREAS, it has been determined the prices of $113,000 is fair and equitable

for 3500 Califon Court; and,



WHEREAS, it has been determined the prices of $133,000 is fair and

equitable for 3502 Califon Court; and,



WHEREAS, it has been determined the prices of $166,000 is fair and

equitable for 3505 Califon Court; and,



WHEREAS, it has been determined the prices of $62,000 is fair and

equitable for 827 Englewood Drive; and,



WHEREAS, the purchase of the property will be funded form the CIP-General Fund

Supported - Property Acquisition Account; and,



WHEREAS, it is in the best interest of the Consolidated Government of

Columbus, Georgia to purchase the property.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:



That the City Manager is hereby authorized to purchase

1. 3500 Califon Court a/k/a 064 007 023 for the purchase price of

$112,000.

2. 3502 Califon Court a/k/a 064 007 024 for the purchase price of

$132,000.

3. 3505 Califon Court a/k/a Tax Map 064 007 020 for the purchase

price of

$165,000.

4. 827 Englewood Drive a/k/a Tax Map Parcel 087 042 021 for the

purchase price of

$62,000.

5. The purchase of the properties will be funded from the CIP-General Fund

Supported Property Acquisition Account.
