SUBJECT: Whittlesey Rd project #: STP00-8060-00(002), Muscogee County
Railroad Force Account Agreement
INITIATED BY: Engineering
Recommendation: Approval is requested to execute a Three Party agreement
between the Georgia Department of Transportation, Central of Georgia Railroad
Company and the City for reconstruction of Whittlesey Road railroad crossing
and to run traffic signal interconnect across railroad right-of-way.
Background: The Georgia Department of Transportation (DOT) is finalizing
construction plans for the widening of Whittlesey Road. Since there is road
construction and a traffic signal interconnect (ATMS) cable crossing the
railroad right-of-way, a formal agreement is required between all three parties.
Analysis: The execution of this agreement is required to keep this project on
track for construction.
Financial Considerations: Both the ATMS cabling and the construction of the
new railroad crossing is ($127,455.00) to be funded by the DOT as part of this
project. The Traffic Engineering Division will be responsible for maintaining
the ATMS cabling as part of the traffic signal system.
Projected Annual Fiscal Impact Statement: Any future maintenance costs for the
ATMS cable will be incurred by the Traffic Engineering Division's budget.
Legal Considerations: All agreements require the City Council's approval.
Recommendations/ Actions: Authorize the execution of the Three Party agreement
between the City, Georgia Department of Transportation and Central of Georgia
Railroad Company for the Whittlesey Road widening project.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A THREE PARTY AGREEMENT
BETWEEN THE COLUMBUS CONSOLIDATED GOVERNMENT, THE GEORGIA DEPARTMENT OF
TRANSPORTATION AND THE CENTRAL OF GEORGIA RAILROAD COMPANY FOR UPGRADING THE
EXISTING RAILROAD CROSSING AND TO ALLOW AN ATMS CABLE FOR TRAFFIC SIGNALS TO
CROSS RAILROAD RIGHT-OF-WAY AS PART OF THE WHITTLESEY ROAD PROJECT #:
STP00-8060-00(002) MUSCOGEE COUNTY.
WHEREAS, this project upgrades the existing railroad grade crossing with
prefabricated crossing panels and provides for an ATMS cable for traffic signal
interconnect to cross railroad right-of-way; and,
WHEREAS, the maintenance of the ATMS cable will be the responsibility of the
Columbus Consolidated Government as part of their traffic signal systems; and,
WHEREAS, the Traffic Engineering Manager and the City Attorney reviewed said
agreement and are recommending approval.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
THAT THE CITY MANAGER IS HEREBY AUTHORIZED TO EXECUTE A THREE PARTY AGREEMENT
BETWEEN THE COLUMBUS CONSOLIDATED GOVERNMENT, GEORGIA DEPARTMENT OF
TRANSPORTATION AND THE CENTRAL OF GEORGIA RAILROAD COMPANY FOR THE PURPOSE OF
UPGRADING THE EXISTING RAILROAD CROSSING AND TO ALLOW AN ATMS CABLE FOR TRAFFIC
SIGNALS TO CROSS RAILROAD RIGHT-OF-WAY AS PART OF THE WHITTLESEY ROAD PROJECT
#: STP00-8060-00(002) MUSCOGEE COUNTY.
