SUBJECT: Juvenile Court Grant Position



INITIATED BY: Juvenile Court





Recommendation: Approval is requested to authorize the City Manager to submit

an application to the Criminal Justice Coordinating Council to fund a Juvenile

Tracking Assessments Coordinator position and if awarded extend the fiscal year

2015 Juvenile Justice Incentive Grant until June 30, 2016, and amend the

Multi-Governmental Fund by the amount of the grant award.



Background: Additional funding has been made available from the Criminal

Justice Coordinating Council in an amount up to $50,000 under the fiscal year

2015 Juvenile Justice Incentive Grant to fund a Juvenile Tracking Assessment

Coordinator grant position.



Analysis: Juvenile Court is requesting additional funds be approved to

provide for a position to perform the to perform pre-dispositional risk

assessments and/or detention assessments (DAI) on all delinquent youth in

Juvenile to determine which programs they qualify for within the Juvenile Court

or if they need to be detained pending judicial review.



Financial Considerations: The City is not required to provide matching funds

to participate in this grant.



Projected Annual Fiscal Impact Statement: Grant funds, if awarded, will fund

the Juvenile Tracking Assessments Coordinator position



Legal Considerations: The Columbus Consolidated Government is eligible to

apply for the proposed funds from the Criminal Justice Coordinating Council.



Recommendations/ Actions: Approve a resolution to authorize the City to submit

an application and if approved accept a grant from the Criminal Justice

Coordinating Council for the Juvenile Assessments Tracking Coordinator, to

extend the fiscal year 2015 Juvenile Justice Incentive Grant until June 30,

2016 and to amend the Multi-governmental Fund by the amount of the grant

awarded.





A RESOLUTION

A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION TO THE

CRIMINAL JUSTICE COORDINATING COUNCIL TO FUND A JUVENILE TRACKING ASSESSMENTS

COORDINATOR UNDER THE FISCAL YEAR 2015 JUVENILE JUSTICE INCENTIVE GRANT, AND IF

AWARDED, EXTEND SAID GRANT UNTIL JUNE 30, 2016, AMEND THE MULT-GOVERNMENTAL

FUND BY THE AMOUNT OF THE GRANT AWARD FOR THE GRANT PERIOD OF JULY 1, 2015-

JUNE 30, 2016.

WHEREAS, funds in the amount up to $50,000 have been made available from the

Criminal Justice Coordinating Council for the Juvenile Court from July 1, 2015

- June 30, 2016; and,

WHEREAS, the funds are available to provide the Court with a grant position to

do pre-dispositional risk assessments on all delinquent youth in Muscogee

County Juvenile Court and detention assessments on delinquent youth to

determine if they need to be detained; and,

WHEREAS, the funds are available to fund a Juvenile Tracking Assessments

Coordinator to provide assessments directly to the Juvenile Court.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to submit an application for

the Juvenile Tracking Assessments Coordinator grant position from the Criminal

Justice Coordinating Council, and if awarded, accept a grant from the Criminal

Justice Coordinating Council for up to $50,000 with no local match requirement,

and amend the Multi-Governmental Fund by the amount of the grant award for the

period of the grant award of July 1, 2015 - June 30, 2016.
