SUBJECT: Riverwalk Damage



INITIATED BY: David Arrington, Deputy City Manager





Recommendation: Approve the resolution authorizing the City Manager to

enter into an agreement with Uptown Columbus, Inc. to perform stabilization of

the river bank and repairs to the Riverwalk north of City Mills and to perform

necessary repairs forthe boat landing behind the Trade Center.



Background: On Wednesday March 20, 2013 it was reported a section of the

Riverwalk had collapsed north of City Mills. An inspection of the area

revealed an area of approximately 900 feet in length had been impacted by

movement of the river bank. Approximately 300 feet of the Riverwalk received

major damage making it impassable and dangerous to the public. The Riverwalk

has been closed from the 23rd St. Pavilion to City Mills. The damaged area is

located immediately behind Chase Homes. Public Works has installed fencing in

the area to keep the public from the hazardous area.



Analysis: City staff met with Jacobs Engineering, our engineering consultant

and representatives from Scott Bridge on site to assess the damage and develop

a strategy to move forward. Scott Bridge is the contractor working for

Uptown, Inc. on the River Restoration project and is currently working below

City Mills. Based on the initial assessment by our Engineering staff and our

consultant, it is our recommendation to move forward immediately with

stabilization of the riverbank and repairs to the Riverwalk using a

design-build approach. It is our recommendation that the City contract with

Uptown, Inc. to have their contractor Scott Bridge work with our consultant

Jacobs Engineering on designing and implementing a riverbank stabilization plan

and repairs to the Riverwalk. Scott Bridge has access material on the City

Mills site that will require disposal and this material could be used for bank

stabilization resulting in a significant savings for the City. The

design-build approach would provide for the most timely stabilization and

repair of the damage, preventing further damage to the Riverwalk and allowing

it to be reopened to the public. At this time, the cost of the stabilization

and repairs can not be estimated since a design has not been completed.

However, Scott Bridge has agreed to contract with Uptown for time and materials

on the project. The City's Project Managers can closely monitor this work and

the expenses associated with the project.



There is another area along the Riverwalk that has sustained significant damage

recently that is in need of repair. The boat landing behind the Trade Center

has a large section of the ramp that has collapsed. The damage represents a

hazard to the public. The boat landing is also the take out point for

Whitewater operations scheduled to begin on Memorial Day. The Uptown

contractor, Scott Bridge will be in the area making ramp improvements within

the next few weeks. It would take 60-90 days for the City to bid the work and

to authorize a contractor to perform the necessary repairs. I would recommend

we add this work to the previously mentioned agreement with Uptown to allow

Scott Bridge to perform the work while they are working on the ramp making

improvements to the take out point.



Financial Considerations: The financial impact of the repairs has yet to be

determined. Staff will provide an engineering estimate to Council as soon as

one is available.



Projected Annual Fiscal Impact Statement: No annual fiscal impact is

anticipated. Maintenance of the area is already a budgeted expense.



Legal Considerations: Council must authorize repairs to Riverwalk property.



Recommendations/ Actions: Approve the resolution authorizing the City Manager

to enter into an agreement with Uptown Columbus, Inc. to perform stabilization

of the river bank and repairs to the Riverwalk north of City Mills and to

perform necessary repairs the boat landing behind the Trade Center.
