AN ORDINANCE

An Ordinance amending the Zoning Atlas of the Consolidated Government

of Columbus, Georgia; this amendment changes certain boundaries of a district

located at 2410 15th Avenue from RMF1 (Residential Multi-Family 1) District to

NC (Neighborhood Commercial) District.



THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY ORDAINS:



That the Zoning Atlas on file with the Planning Division of the Department

of Community and Economic Development be, and the same is hereby amended by

changing the following described property from RMF1 (Residential Multi-Family

1) District to NC (Neighborhood Commercial) District:



All that tract and parcel of land situate, lying and being in Columbus,

Muscogee County, Georgia, and being known as Lot 1, Block ?C?, Weracoba Survey,

as shown on a map or plat thereof made by B.K. Scott, C.E., on July 13, 1907

and appearing of record in the Office of the Clerk of the Superior Court of

Muscogee County in Deed Book 1, Page 334 and being more particularly described

as follows:



Beginning at the northeast corner of the intersection of 15th Avenue and 24th

Street and running thence east along the north side of 24th Street 40.0?;

thence north parallel with 15th Avenue 149.07?; thence west to 15th Avenue

40.0?; thence south along the east side of 15th Avenue 150.08? to the point of

beginning.

held on the ???15th day of May, 2007; introduced a second time at a regular

meeting of said Council held on the day of __________, 2007

and adopted at said meeting by the affirmative vote of members of said

Planning Advisory Commission's Recommendation: Approval based on the fact that although it is

inconsistent with the future land-use map of the Comprehensive Plan, it is

compatible with existing land-uses, it is served by all city services, and it

will not have a negative impact on the transportation network.



Planning Divisions Recommendation: Approval based on the fact that it is compatible with

existing land-uses and this section of 24th Street has historically been the

neighborhood commercial hub of East Highlands.

General Land Use: Property is located in Planning District 8

Land Use Designations: Medium Density Residential



Environmental Impacts: The property does not lie within a floodway and floodplain area.

The developer will need an approved drainage plan prior to issuance of a Site

Development permit, if a permit is required.



City Services: Property is served by all city services.



Traffic Impact: The proposed project is not expected to have a negative impact on the

transportation network. See Traffic Report.

Reasonableness of Request The proposed zoning classification is compatible with

existing land-uses.



School Impact No school impact.



Buffer Requiremnts

The proposed development shall have a Category C buffer requirement along all

property lines bordered by the RMF1 zoning district. The 3 options under

Category C are:

1) 20 feet with a certain amount of canopy trees, understory trees, and shrubs

/ ornamental grasses per 100 linear feet

2) 10 feet with a certain amount of shrubs / ornamental grasses per 100 linear

feet and a wood fence or masonry wall

3) 30 feet undisturbed natural buffer.



Attitude of Property Owners: Fifty (50) property owners within 300 feet were notified

of the rezoning request. The Planning Department did not receive any comments

concerning the rezoning request.



Additional Information: The existing commercial building was formerly a neighborhood grocery

store.
