SUBJECT: Spider Web Study Contract - GDOT (Buena Vista Road / St.

Mary's Road /

Brennan Road / Andrews Road)



INITIATED BY: Planning Department





Recommendation: Approval is requested to enter into a contractual agreement

with the Georgia Department of Transportation to accept State L230

Transportation Funds to conduct a study of the Spider Web (Buena Vista Road /

St. Mary's Road / Brennan Road / Andrews Road) Grade Separation.



Background: There are seven (7) roads that are impacted and are heavily

congested when the trains are traveling through this area. Approximately seven

(7) trains a day cross Buena Vista Road daily. Currently, the Buena Vista Road

corridor has approximately 27,130 cars per day that are regularly delayed by

slow moving trains blocking the roadway for extended periods. This is

compounded by the congested intersections along this corridor.



Analysis: The completion of this study will determine what type of

improvements will need to be made to maximize the full utility of an existing

transportation facility along with projected cost for each option/plan.



Financial Considerations: Cost of the study is $83,000.00 and will be funded

through the use of State L230 Transportation Funds ($66,400.00 - 80%), which

requires a 20 percent match ($16,600.00). The

20% local match has been identified in the Capital Improvement Program (CIP).



Projected Annual Fiscal Impact Statement: The study will determine future

improvements to the Spider Web area. Costs associated with this project will

be determined at a later date.



Legal Considerations: The City Attorney has approved this action.



Recommendations/ Actions: Approve the resolution authorizing the City Manager

to enter into a contractual agreement with the Georgia Department of

Transportation to accept State L230 Transportation Funds to conduct a study on

the Spider Web Grade Separation.

A RESOLUTION AUTHORIZING THE CITY MANAGER OF COLUMBUS, GEORGIA TO ENTER INTO A

CONTRACTUAL AGREEMENT WITH THE GEORGIA DEPARTMENT OF TRANSPORTATION TO CONDUCT

A TRANSPORTATION STUDY OF THE SPIDER WEB (BUENA VISTA ROAD / ST. MARY'S ROAD /

BRENNAN ROAD / ANDREWS ROAD) GRADE SEPARATION.

WHEREAS, a study will be conducted to determine what type of improvements will

need to be made to alleviate the congestion along this section of Buena Vista

Road due to trains traveling through this major arterial; and,

WHEREAS, the Georgia Department of Transportation has authorized State L230

funding for the Spider Web Study in the amount of $66,400.00 for this study,

which requires a local match of twenty (20) percent; and,

WHEREAS, the local match of $16,600.00 has been identified in the Capital

Improvement Program.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to enter into a contractual

agreement with the Georgia Department of Transportation to conduct a

transportation study of the Spider Web (Buena Vista Road/St. Mary's

Road/Brennan Road/ Andrews Road) for grade separation in the amount of

$83,000.00 and will be funded through the use of State L230 Transportation

Funds ($66,400.00 - 80%), which requires a 20 percent match ($16,600.00). A 20%

local match has been identified in the Capital Improvement Program (CIP).
