PLANNING ADVISORY COMMISSION MEETING
June 1, 2005
A meeting of the Planning Advisory Commission was held Wednesday, June 1 2005
in the Council Chambers on the Plaza Level of the Government Center.
Commissioners Present: Chairperson Shields, Vice-Chairperson Mullin, Chris
Henson, Joe Alexander, Karl Douglass and Bob Crane.
Staff Members: Will Johnson, Zoning Administrator and Tina Trant, Recorder.
Commissioners Absent: Berry Henderson, Brad Dodds and Michael Eddings.
Others Present: Rev. Freddie Diaz, Carolyn Hugley.
CALL TO ORDER: Chairperson Shields called the meeting to order at 9:00 a.m.
He explained the rezoning process. Commissioner Henson will vote for
Commissioner Henderson.
APPROVAL OF MINUTES: Commissioner Douglass made a motion to accept the minutes
of March 2 & 16, and April 20, 2005. Commissioner Crane seconded. They were
accepted unanimously.
NEW REZONING CASES:
1. ZC0505-1: A request to rezone the property located at 2421 Victory
Drive. The current zoning is LMI ( Light Manufacturing Industrial) District.
The proposed zoning is GC (General Commercial) District. The purpose of the
rezoning is for a church.

Mr. Will Johnson read the Staff Report for this case. This case is inconsistent
with the future land use
map of the Comp Plan (Planning District 9), which shows industrial /
warehousing.
Policy Statements are not addressed.
It is compatible with existing land uses.
The property does not lie within a studied floodplain and floodway area. The
developer will need an
approved drainage plan prior to issuance of a Site Development Permit, if a
permit is required.
The property is served by all city services.
The proposed project is not expected to have a negative impact on the
transportation network. The current traffic count is 31,810 trips per day and
will increase to 32,047 trips per day. The level of service will remain at B
(28,500 trips per day) for Victory Drive.
The site shall meet the codes and regulations of the Columbus Consolidated
Government for
commercial usage.
There will be no school impact.
The proposed project shall have a Category C buffer requirement along all
property liens bordered by the LMI zoning district. The three options under
Category C are: 1. 20 feet with a certain amount of canopy trees, understory
trees, and shrubs / ornamental grasses per 100 linear feet. 2. 10 feet with a
certain amount of shrubs / ornamental grasses per 100 linear feet and a wood
fence or masonry wall. 3. 30 feet undisturbed natural buffer.
It is not within Fort Benning?s notification range.
It is not a DRI.
Five (5) property owners within 300 feet were notified of this rezoning
request. The Planning
Division did not receive any comments concerning this rezoning request.
No conditions are needed.
There is no additional information.
Rev. Diaz, applicant came to the podium. He does not own this property yet.
If it is rezoned he will buy it and he wants to renovate this building to use
as a church. He will re-do the air conditioning and flooring. It will be used
for the Hispanic population in this area.
Chairperson Shields asked for discussion and a motion. Commissioner Douglass
made a motion to approve this rezoning request based on the facts that it is
consistent with the future land use map, it is compatible with existing land
use, it will not have a negative impact on the transportation network.
Commissioner Henson seconded. The vote was unanimously approved.
2. ZC0505-5: A request to rezone the property located at 3312 St. Mary?s
Road. The current zoning is LMI (Light Manufacturing Industrial) District.
The proposed zoning is GC (General Commercial) District. The purpose of the
rezoning is to expand existing office/business.

Mr. Will Johnson read the Staff Report for this case. This case is consistent
with the future land use
map of the Comp Plan (Planning District 9), which shows Mixed Commercial /
Industrial.
Policy Statements are not addressed.
It is compatible with existing land uses.
The property does lie within a studied floodplain and floodway area. The
developer will need an
approved drainage plan prior to issuance of a Site Development Permit, if a
permit is required.
The property is served by all city services.
The proposed project is not expected to have a negative impact on the
transportation network. The current traffic count is 10,450 trips per day and
will increase to 10,478 trips per day. The level of service will remain at A
(11,800 trips per day) for St. Mary?s Road. This section of road, from Buena
Vista to Robin Lane is scheduled for widening in 2006 to four (4) lanes with
turn lanes as required.
The site shall meet the codes and regulations of the Columbus Consolidated
Government for
commercial usage.
There will be no school impact.

next door to her business and plans to expand her insurance business.
Chairperson Shields asked for discussion and a motion. Commissioner Alexander
made a motion to approve this rezoning case based on the facts that it is
consistent with the future land use map, it is compatible with existing land
uses. Commissioner Crane seconded. It was approved unanimously.

Commissioner Douglass stated that the BZA, BHAR and Uptown Fa?ade all have
authority to
make binding decisions. He wants the Planning Advisory Commission to have
authority to
make binding decisions also. Macon-Bibb County is the only government in
Georgia that has
this authority. The commission was asked to find out information for the
next meeting.
