FROM: Isaiah Hugley, City Manager SUBJECT: Pre-Council Briefing





I have asked representatives from Georgia Municipal Association (GMA) to attend

a pre-council briefing Tuesday, July 10, 2007, at 8:15 am in the Council

Chambers to explain two important matters that may affect the CCG and residents:



HR 900 - Tax Reform Legislation:

HR 900 - Major Tax Reform Legislation Introduced by the speaker of the house

the last day of the Legislative Session. If passed would eliminate taxing

entities across the state including counties, cities and boards of education.

Public Service Commission - Georgia Power Franchise Fee:

Public Service Commission (PSC) - Georgia Power Franchise Fee Decision and

GMA's Response:



In December 2006, the PSC entered an order that shifts part of the cost of

municipal franchise fees charged to Georgia Power for use of city rights-of-way

solely onto the backs of municipal customers. The PSC's decision will increase

costs for all of those inside cities and consolidated governments served by

Georgia Power, including schools, non-profits, hospitals, governments

themselves as well as individuals and businesses.



On February 6, 2007, the Mayor/Council adopted Resolution #53-07 opposing the

decision of the PSC in Docket 21112-U and encouraging the PSC to reconsider its
