Subject Contractors Water Run-Off
Description Have the staff to talk to Mr. John Thayer so that they can come to
some resolution on how to deal with the issue of water run-off. He said if the
State is doing something, he doesn?t think that we can supersede the ordinance
on that; therefore, let?s get some clarification on that. (Request of Councilor

Response David Arrington, Donna Newman, and Bill Duck met with Mr. Thayer and
members of the Home Builders Association on February 28, 2006 concerning the
proposed lot drainage ordinance. Mr.Thayer, who also serves as a member of
the State Licensing Board for Residential and General Contractors, provided
information on the Board's progress at establishing rules and regulations
applicable to the licensing and enforcement of contractors. Staff submitted
several written questions to Mr. Thayer to present at the next Board meeting
concerning the Board's role in local enforcement and the standards that will be
applied . Staff will also submit additional questions to the Executive
Director of the Board concerning this issue prior to the March 22, 2006,
Regional Information meeting to be held in Columbus. The responses received
from the Board will be considered in developing a staff recommendation on the
best approach to address individual lot drainage issues.
