SUBJECT: 2038 Comprehensive Plan



INITIATED BY: Planning Department





Recommendation: Approval is requested that the 2028 Comprehensive Plan

be updated to reflect a new, modern Comprehensive Plan.



Background: For the past 14 months, the Planning Department has

developed a new comprehensive plan for our community. The Comprehensive Plan

is the community's vision for the future through descriptive text and maps, and

provides a plan to implement that vision. This plan is largely based upon the

input gathered from multiple public meetings, citizen and technical review

stakeholder meetings, surveys, websites, and other multiple involvement

channels. The goals of this plan are two-fold: 1) to create local excitement

about Columbus's future, engaging community members and encouraging them to

help move the Plan forward; and, 2) to provide Columbus leaders with a

"concise, user-friendly" document that is applicable to the day-to-day

decisions of the City.



Analysis: Per state law, Comprehensive Plans must be updated every 10

years and its Short Term Work Program (STWP) must be updated every 5 years.



Financial Considerations: There are numerous financial considerations that are

taken into account with a Comprehensive Plan (particularly the STWP), such as

capital expenditures, SPLOST projects, administrative funding, and so on.

Within the STWP. many of the completions listed in the Appendix 2 spreadsheet

were handled administratively via city staff and existing department budgets.

However, regardless of the funding, the STWP still needs to be programmed in as

funding situations may change. Several projects have been carried over to the

2019-2023 STWP.



Projected Annual Fiscal Impact Statement: N/A



Legal Considerations: The 2038 Comprehensive Plan is in accordance with state

law.



Recommendations/Actions: Approval is requested that the 2038 Comprehensive

Plan be approved for submission to the Georgia Department of Community Affairs

(see attached).

WHEREAS, the Columbus Planning Department has completed the 2018-2038 Columbus

Comprehensive Plan; and,



WHEREAS, this document was prepared according to the Standards and procedures

for Local Comprehensive Planning as established by the Georgia Planning Act of

1989 and as amended by the 2012 updated minimum standards.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:



That the Columbus Consolidated Government does hereby adopt the 2018-2039

Columbus Comprehensive Plan.



Introduced at a regular meeting of the Council of Columbus, Georgia, held the

day of , 2018 and adopted at said

meeting by the affirmative vote of members of said Council.
