Agenda Item # 3
Columbus Consolidated Government
Council Meeting
May 16, 2006
Agenda Report # 135
TO: Mayor and Councilors
SUBJECT: Acceptance as Grant Recipient and Administrator of an
additional $50,000 to support the youth employment and training activities
under the Workforce Investment Act of 1998 (WIA)
INITIATED BY: Job Training Division (WIA)
Recommendation: Approval is requested for the acceptance of an additional
$50,000, awarded under the Workforce Investment Act (WIA), and authorize the
City Manager to serve as signatory official for funding allocated and awarded
by contractual agreement with the State of Georgia to support the youth
employment and training activities administered to meet the workforce needs of
our area.
Background: The Governor?s Office of Workforce Development (GOWFD) approved
the Lower Chattahoochee Workforce Area?s request for additional $50,000 to
support the youth employment and training activities.
Analysis: The budget cuts in our Workforce Investment Act formula allocations
have severely hampered our ability to assist the youth of our communities to
gain the work exposure and other training services used as a vehicle for
economic success. Without this additional help, services to the youth of our
area would be impacted. This grant will assist the Lower Chattahoochee
Workforce Area to serve an additional 40 youth in the local workforce area.
Financial Considerations: No City funds will be involved. The City Finance
Department will have budgetary oversight over funds received and will adjust
the budget to represent the total grant award.
Legal Considerations: The City of Columbus must accept responsibility for
proper management of funding received under the Workforce Investment Act. A
worker's compensation policy is already maintained for program clients. All
funds for administering programs and activities under the Workforce Investment
Act will be allocated through grant awards with the State of Georgia and the
local workforce investment area.
Recommendation: Approve a resolution, for the additional amount of $50,000,
allocated to the Grant Recipient and Administrator under Workforce Investment
Act (WIA), and authorize the City Manager to serve as signatory official for
receipt of funding allocated and awarded by contractual agreement with the
State of Georgia for service to additional youth under the youth employment and
training programs implemented under the Workforce Investment programs in the
Lower Chattahoochee Workforce Investment Area (WIA-14).
