The General Assembly is not in session today. Six legislative days remain. Day
40 of the 2013 Legislative Session has been set for Thursday, March 28.
Under the Gold Dome
Rep. David Ralston's ethics reform bills, HB 142, Lobbyist Registration and
Gift Ban and HB 143, Campaign Contribution and Personal Financial Disclosure
Report Filing, were heard in a subcommittee of the Senate Rules Committee
Tuesday morning, March 19. Both bills are scheduled to be heard by the full
committee on Wednesday, March 20. As it passed the House, HB 143 would return
the filing of campaign contribution disclosure reports and personal financial
disclosure reports to the local level. HB 143 would also exempt candidates who
raise or spend less than $2,500 per calendar year from filing campaign
contribution disclosure reports. GMA testified in support of HB 143 and is
working to prevent changes to the bill that would require city clerks to
transmit the disclosure reports to Atlanta. GMA supports HB 143 as it passed
the House and is neutral on HB 142.

HB 512, Firearms & Weapons: Allow in Government Buildings, by Rep. Rick
Jasperse (R-Jasper) is pending in the Senate Judiciary Non-Civil Committee. HB
512 contains provisions which would further restrict the ability of cities to
regulate firearms and weapons on city property. This bill would allow a
firearms license holder to carry a gun into a government building or courthouse
if no security measures are in place to restrict access. HB 512 would also
prohibit cities from regulating the carrying of knives, clubs, and other
weapons in city buildings. GMA is working with the author on this legislation
and encourages city officials to contact the members of the Senate Judiciary
Non-Civil Committee to express the need for local control of firearms in
government buildings.
HB 125, Streamlined Immigration Law Administration, by Rep. Dustin Hightower
(R-Carrollton), is scheduled to be heard in the Senate Judiciary Non-Civil
Committee Wednesday, March 20. GMA supports this legislation.
SB 160, Streamlined Immigration Law Administration, by Sen. Frank Ginn
(R-Danielsville), is pending in the House Judiciary Non-Civil Committee. GMA
supports this legislation.
HB 250, Energy Excise Tax Revision, by Rep.Tom Rice (R-Norcross), is scheduled
to be heard in the Senate Finance Committee Tuesday, March 19. GMA is working
with the author on this legislation.
