SUBJECT: Enterprise Zone Applicant - Chattahoochee Pallets, Inc.



INITIATED BY: Planning





Recommendation: Approval is requested to approve the enterprise zone

application for property tax abatements through the enterprise zone program for

Chattahoochee Pallets Inc. for up to 10 years.



Background: Chattahoochee Pallets Inc. is a locally owned and operated business

in Columbus that supplies wooden pallets to the various manufacturing and food

processing industries in the area since 1984. The business has relocated and

expanded to its current location at the old Sears Warehouse at 4157 Old Cusseta

Road, occupying a previously vacant building within the enterprise zone. The

company has invested $445,000 into the property and has hired five new

employees. They plan for future expansions at the site as well as hiring an

additional 11 more employees over the next five years. Among the new hires,

some are residents of public housing and have participated in job training

programs. The property is owned by LLW Holding LLC, a parent company for the

business.



Analysis: The applicant has met the necessary employment requirements for the

enterprise zone program and is an eligible business. The landscaping

requirement is recommended to be waived as the property has no unpaved surface

area and is surrounded by a retaining ditch and fence.



Financial Considerations: An estimated $9903.27 in lost property tax per year

for up to 10 years ($99032.70).



Projected Annual Fiscal Impact Statement: An estimated $9903.27 in lost

property tax per year for up to 10 years ($99032.70).



Legal Considerations: None anticipated.



Recommendations/ Actions: Approval is requested to approve the enterprise zone

A RESOLUTION AUTHORIZING APPROVAL OF THE REQUEST FOR CHATTAHOOCHEE PALLETS INC.

OF COLUMBUS, LOCATED AT 4157 OLD CUSSETA ROAD, TAX MAP PARCEL ID 089 019 001,

TO RECEIVE TAX ABATEMENTS UNDER THE STATE OF GEORGIA ENTERPRISE ZONE ACT.



WHEREAS, Chattahoochee Pallets Inc., (Tax Map Parcel ID #089 019 001) is

located within the boundaries of the Columbus Business Development Center

(Enterprise Zone); and,



WHEREAS, Chattahoochee Pallets Inc. proposes to make or has made an additional

investment in personal property at their Old Cusseta Road location in the

amount of $445,000; and,



WHEREAS, the project meets the Enterprise Zone business type criteria as

manufacturing; and,



WHEREAS, Chattahoochee Pallets Inc., will create at least 5 jobs at this

particular location prior to the tax abatement period, and maintain the5 jobs

(net) during the full length of the tax abatement period in order to provide

additional economic stimulus to the area; and,



WHEREAS, Chattahoochee Pallets Inc. will provide operating statements, income

and expense information, as well as before and after photographs to the Board

of Tax Assessors at the stage of completion as of the January 1 valuation date

as set by Georgia code.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:



That the Council of the Consolidated Government of Columbus hereby authorizes

and approves Chattahoochee Pallets Inc., located at 4157 Old Cusseta Road, Tax

Map Parcel ID #089 019 001 to receive abatement of taxes as allowed by law

under the Enterprise Zone Employment Act of the State of Georgia. Chattahoochee

Pallets Inc. shall comply with the listed requirements in order to receive

those tax abatements:



1. Chattahoochee Pallets Inc. will show proof to The Board of Tax Assessors

every year that they are maintaining those five (5) new jobs required under the

Enterprise Zone Employment Act. Failure to maintain those new jobs will result

in the termination of the tax abatements.



2. The Board of Tax Assessors also requires recipients to provide notice of the

status of the project as of January 1 of each year in order to grant the

abatement. This information enables the Board to value the property at the

stage of completion as of the January 1 valuation date as set by Georgia code.

The Board would need to know when the project is considered completed.
