SUBJECT: Executing and Funding the Pre-construction Drainage

Improvements



INITIATED BY: Department of Engineering







Recommendation: Approval is requested to proceed with executing and funding

pre-construction requirements for Drainage Improvements Projects funded through

the Local Option Sales Tax(LOST), Sewer Fund or Special Purpose Local Option

Sales Tax (SPLOST) to include execution of contract proposal from previously

approved on-call engineering/architectural/surveying firms, permanent and

temporary easements,utility relocation, environmental mitigation and other

outside agency agreements such as but not limited to Georgia Department of

Transportation (GDOT), Railroads, Utilities, and other agreements to prepare

projects for construction.



Background: The following is a list of projects that have been

identified or are part of a proposed or ongoing study:

Fall Line Trace

Oakland Park Flood Study

Upper Weracoba Basin Study

Mobley Road Flood Study

35th Street

Cusseta Road/Old Cusseta Road

19th Street Flood Abatement

Breed's Hill Loop

Storm Sewer/CSO Rehabilitation

Cusseta Road/Joy Road





Analysis: The completion of pre-construction activities for drainage

improvements is required prior to the project being authorized for competitive

bids.



Financial Considerations: Funding for said projects will be funded with the

LOST, SPLOST or Sewer Fund.



Projected Annual Fiscal Impact Statement: Funds are not normally available in

annual operating budgets. City would assume maintenance of any new structures

installed.



Legal Considerations: Execution of legal documents requires Council approval.



Recommendations/ Actions: Approve the Resolution authorizing the City Manager

to proceed with executing and funding pre-construction requirements for

Drainage Improvements Projects funded through the Local Option Sales Tax(LOST),

Sewer Fund or Special Purpose Local Option Sales Tax (SPLOST) to include

execution of contract proposal from previously approved on-call

engineering/architectural/surveying firms, permanent and temporary

easements,utility relocation, environmental mitigation and other outside agency

agreements such as but not limited to Georgia Department of Transportation,

Railroads, Utilities, and other agreements to prepare projects for

construction.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO PROCEED WITH EXECUTING AND

FUNDING PRE-CONSTRUCTION REQUIREMENTS FOR DRAINAGE IMPROVEMENT PROJECTS

THROUGHOUT COLUMBUS-MUSCOGEE COUNTY FUNDED THROUGH THE LOCAL OPTION SALES

TAX(LOST), SPECIAL PURPOSE LOCAL OPTION SALES TAX (SPLOST), SEWER FUNDS AND

OTHER FUNDS, TO INCLUDE EXECUTION OF CONTRACTS FOR PROFESSIONAL SERVICES FROM

THE ON-CALL FIRMS, PERMANENT AND TEMPORARY EASEMENTS, UTILITY RELOCATION,

ENVIRONMENTAL MITIGATION AND PERMITTING, OTHER OUTSIDE AGENCY AGREEMENTS SUCH

AS BUT NOT LIMITED TO GEORGIA DEPARTMENT OF TRANSPORTATION (GDOT), RAILROAD,

UTILITIES, ETC., AND OTHER AGREEMENTS TO PREPARE THE PROJECTS FOR CONSTRUCTION.

WHEREAS, the completion of pre-construction activities for drainage improvement

projects is required prior to the project being authorized for competitive bid

and construction; and,

WHEREAS, these activities include but are not limited to design contracts,

permanent and temporary easements, utility relocation, environmental mitigation

and permitting, agreements with outside agencies such as GDOT, railroad

companies, utilities etc., and other agreements; and,



WHEREAS, the following is a list of drainage improvement projects that have

been identified but are not limited to:



Fall Line Trace

Oakland Park Flood Study

Upper Weracoba Basin Study

Mobley Road Flood Study

Cusseta Road/Old Cusseta Road

19th Street Flood Abatement

Breeds Hill Loop

WHEREAS, funding for pre-construction activities for the above projects is

available in the LOST, SPLOST, Sewer Fund and others.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to proceed with the executing and

funding the pre-construction requirements for drainage improvement projects

throughout Columbus-Muscogee County funded through the Local Option Sales Tax,

Special Purpose Local Option Sales Tax, Sewer Fund and other funds as

identified above to include execution of contracts for professional services

from the on-call firms, permanent and temporary easements, utility relocation,

environmental mitigation and permitting, other outside agency agreements such

as but not limited to GDOT, railroad companies,utilities, etc. and other

agreements to prepare the project for construction.
