I. ALLOCATION OF COMMUNITY DEVELOPMENT HOUSING ORGANIZATION FUNDS TO

NEIGHBORWORKS COLUMBUS, INC.:



Approval is requested to enter into a HOME CHDO Written Agreement

between the Columbus Consolidated Government and NeighborWorks Columbus, Inc.,

to award Home Investment Partnership Program (HOME) CHDO set aside funds in the

amount of $123,442.14 for the acquisition and rehabilitation of a single family

housing unit to resale to an income eligible household. The set aside funds

are from a 2008 grant allocation that was not utilized and will expire if not

committed to a project and expended by September 30, 2015.





II. ALLOCATION OF HOME FUNDS FOR THE COLUMBUS COTTAGE PROGRAM:



Approval is requested to enter into a HOME Written Agreement between

the Columbus Consolidated Government and NeighborWorks Columbus Inc., to award

$252,624 for the Columbus Cottage Program which will demolish and reconstruct

four housing units for low-income elderly homeowners currently living in

substandard housing. Funding is from prior years grant allocations that were

not utilized and will expire if not committed to a project by July 31, 2015.





III. ALLOCATION OF HOME FUNDS FOR A TENANT BASED RENTAL ASSISTANCE PROGRAM:



Approval is requested to enter into a HOME Written Agreement between

the Columbus Consolidated Government and Open Door Community House, to award

Home Investment Partnership Program (HOME) funds in the amount of $262,350 to

administer a Tenant Based Rental Assistance Program that provides rental

assistance for fifteen individuals or families for up to two years who are

homeless or at risk of becoming homeless. Funding is from prior years grant

allocations that were not utilized and will expire if not committed to a

project by July 31, 2015.

IV. GEORGIA EMERGENCY MANAGEMENT AGENCY (GEMA) GRANT - HAZARD MITIGATION PLAN:



Approval to submit an application, and if approved, accept a GEMA grant

in the amount of $32,000 with the local match of 25% totaling $8,000, to cover

the cost of updating the city's Pre-Disaster Hazard Mitigation Plan. The local

match will be satisfied with personnel providing coordination and guidance to

administer the grant.





V. ONE TIME FUNDS AUGMENTATION OPPORTUNITY FROM RSVP GRANT:



Approval to submit a RSVP Grant application, and if approved, accept

funds from The Corporation for National & Community Service, in the amount of

$3,000 to support training and technical assistance opportunities, with a

in-kind match of 30% that will be satisfied with personnel administering the

grant.

Scope of Bid

Provide various electrical fixtures, parts and supplies to Columbus

Consolidated Government on an ?as needed basis?. The contract period will be

for two years with the option to renew for three additional twelve-month

periods.

1. Oil & Lubricants (Annual Contract) ? RFB No. 16-0003

Scope of Bid

Provide various types of oil & lubricants on an ?as needed? basis to the

Columbus Consolidated Government (the City) to be utilized by METRA Transit

Department and Public Works Department. The initial term of this contract

shall be for three years, with the option to renew for two additional

twelve-month periods.



2. Pursuit Vehicles ? RFB No. 16-0005

Scope of Bid

The Columbus Consolidated Government wishes to purchase twenty-five (25)

pursuit vehicles. Twenty-four (24) vehicles will be used by staff of the

Columbus Police Department. One (1) vehicle will be used by the Muscogee

County Prison.
