SUBJECT: Property Acquisition ? 1511 Cusseta Road



INITIATED BY: Community Reinvestment





Recommendation: Approval is requested to acquire 1511 Cusseta Road in the

amount of $375,000, plus closing costs, in an effort to relocate the Public

Works Street Division onto Cusseta Road.

Background: Public Works is interested in the warehouse property mentioned

above to relocate the Street Division off of Schatulga Road. It would also be

used for records storage and surplus auction items. This property is adjacent

to the current property that the Public Works Department already occupies at

602 11th Avenue.

The property is listed for $425,000 but the owner has agreed to sell it for

$375,000. The City had the property appraised, which was valued at $395,000.

The City would share in the closing costs. A presentation regarding this

acquisition was presented to City Council on July 11, 2017.



Analysis: The acquisition of these properties will provide an opportunity to

relocate the Public Works Street Division onto Cusseta Road. It would allow the

Street Division to have better communication, consolidation of equipment and

supplies, and increase the overall operation and efficiency of the Street

Division rather than having the division located in two areas that are not

adjacent. It would also serve as a better location for the storage and auction

of surplus items and the storage of records.



Financial Considerations: The current balance of the Enterprise Zone Fund is

approximately $1.1 million. This balance is made up of proceeds earned from the

sale of property to Walmart and the Muscogee County School System.



Legal Considerations: Council must approve all matters related to real estate.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ACQUIRE THE PROPERTY LOCATED AT

1511 CUSSETA ROAD IN THE AMOUNT OF $375,000, PLUS CLOSING COSTS, FOR THE

RELOCATION OF THE PUBLIC WORKS STREET DIVISION ONTO CUSSETA ROAD.



WHEREAS, the property located at 1511 Cusseta Road is located adjacent

to the current Public Works facility at 602 11th Avenue; and,



WHEREAS, the City desires to acquire the property for the purpose of

relocating the Public Works Street Division from Schatulga Road and for

additional storage for surplus items and storage for records; and,



WHEREAS, the fair market value for the property is $395,000 and the current

property owner has agreed to sell this parcel for $375,000 which is less than

the appraised value, plus closing costs; and,



WHEREAS, the property will be purchased utilizing funding that the City

received for the disposition of City property to Walmart and the Muscogee

County School System.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:



That the City Manager is hereby authorized to acquire the property located at

1511 Cusseta Road in the amount of $375,000, plus closing costs, for the

relocation of the Public Works Street Division onto Cusseta Road and for

additional storage for surplus items and storage for records.
