SUBJECT: Georgia?s New Statewide Unified Brand Grant Proposal



INITIATED BY: Workforce Innovation & Opportunity Act (WIOA) Department Job

Recommendation: Approval is requested to accept grant funds set aside for

Lower Chattahoochee Workforce Development Area Fourteen (LCWDA-14) in the

amount of $13,320.00 with no match requirement, awarded through Georgia

Department of Economic Development Workforce Division to implement the new

statewide unified brand and to authorize the City Manager to approve any

contract(s)/documentation on behalf of the City; authorize purchases for the

mobile unit wrapping; Pull-up Banner and Stand; Table Cover(s); and the

printing of Brochures, Letterhead, Business Cards, and Envelopes; and the PMS

Ink for the CCG Print Shop to print these items and to amend the WIOA

Department / Job Training Division fund (0220) by the applicable amount.



Background: On August 1, 2016 the Georgia Department of Economic Development,

Workforce Division (WFD) launched WorkSource Georgia, a new state wide unified

brand created to align the resources of Georgia?s workforce system, in order to

more effectively connect job seekers with careers in the state?s leading

industries. WorkSource Georgia, the first unified brand ever associated with

Georgia?s workforce system, targets job seekers, workforce development

practitioners, education leaders, and citizens at large. The brand?s tagline

?Connecting Talent with Opportunity? promotes the state?s workforce development

efforts. The statewide brand also features unique brands to represent each of

the state?s nineteen Local Workforce Development Areas (LWDAs). WFD currently

has applications pending seeking trademark protection for ?WorkSource Georgia?,

the ?WorkSource Georgia? logo, and the tag line ?Connecting Talent with

Opportunity? (collectively, ?WorkSource Georgia Brand?). WFD expects approval

of the pending applications in 2017.

Analysis: The funding from the grant will allow the (Lower Chattahoochee

Workforce Area) WIOA Department / Job Training Division to implement the new

statewide unified brand as required to promote the State?s workforce

development efforts.



Financial Considerations: The grant amount awarded to LCWDA-14 is $13,320, with

no match requirement, for the WIOA Department Job Training Division as acting

administrator. There is no financial obligation for the City.

Legal Considerations: A resolution from the City Council authorizing

acceptance for the grant award on behalf of the City and authorize the City

Manager to execute contract(s)/documentation to implement the proposed new

statewide unified brand.

Recommendation: Authorize a resolution to approve the City to accept grant

funds set aside for the Lower Chattahoochee Workforce Development Area Fourteen

(LCWDA-14) from the US Department of Labor through the Georgia Department of

Economic Development Workforce Division for the implementation of the new

statewide unified brand created to align the resources of Georgia?s workforce

system and authorize the City Manager to approve any contracts(s)/documentation

on behalf of the City; authorize purchases for the mobile unit wrapping;

Pull-up Banner and Stand; Table Cover(s); and the printing of Brochures,

A RESOLUTION AUTHORIZING THE COLUMBUS CONSOLIDATED GOVERNMENT OF COLUMBUS,

GEORGIA, TO ACCEPT GRANT FUNDS SET ASIDE FOR THE NEW STATEWIDE UNIFIED BRAND

CREATED TO ALIGN THE RESOURCES OF GEORGIA?S WORKSOURCE SYSTEM FOR THE STATE?S

NINETEEN LOCAL WORKFORCE DEVELOPMENT AREAS WITH LOWER CHATTAHOOCHEE WORKFORCE

DEVELOPMENT AREA FOURTEEN (LCWDA-14) BEING AWARDED THE AMOUNT OF $13,320.00

(WITH NO MATCH REQUIREMENT) THROUGH GEORGIA DEPARTMENT OF ECONOMIC DEVELOPMENT

WORKFORCE DIVISION AND AUTHORIZE THE CITY MANAGER TO APPROVE ANY

CONTRACT(S)/DOCUMENTATION ON BEHALF OF THE CITY; AUTHORIZE PURCHASES TO HAVE

THE MOBILE UNIT WRAPPED; PULLUP BANNER AND STAND; TABLE COVERS, BROCHURES,

LETTERHEAD; BUSINESS CARDS, ENVELOPES AND PMS INK COST (FOR CCG PRINT SHOP) AND

TO AMEND THE WIOA DEPARTMENT/JOB TRAINING DIVISION FUND (0220) BY THE

APPLICABLE AMOUNT.

WHEREAS, the Georgia Department of Economic Development, Workforce Division

(WFD) launched WorkSource Georgia, a new statewide unified brand created to

align the resources of Georgia?s workforce system, in order to more effectively

connect job seekers with careers in the state?s leading industries. The

Georgia Department of Economic Development Workforce Division (WFD) has set

aside funds from the US Department of Labor for the Lower Chattahoochee

Workforce Development Board to implement the new ?WorkSource Georgia? Brand and

the brand?s tagline ?Connecting Talent with Opportunity? as required for all

local Workforce Development Areas in the state of Georgia; and,

WHEREAS, the Workforce Innovation & Opportunity Act (WIOA) Department and

Workforce Development Board (WDB) Chair requests permission to submit proposal

for said funds for LCWDA-14 for implementation of the new statewide unified

brand and tagline; and,

WHEREAS, the purpose of this funding is to establish the new branding for the

mobile unit (wrapping); pull-up banner and stand; table cover(s); the printing

of brochures, Letterhead, Business Cards and Envelops; and purchase of the PMS

Ink for the CCG Print Shop to be able to print the items as required by the

State; and,

WHEREAS, the WIOA Department and WDB are committed to promote the State?s

workforce development efforts by implementing the use of the new statewide

unified brand created to align the resources of Georgia?s workforce system, in

order to more effectively connect job seekers with careers in the state?s

leading industries.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the WIOA Department and WDB Chair are hereby authorized to submit proposal

to accept the grant from the Georgia Department of Economic Development WFD

for $13,320 with no match requirement and authorize the City Manager to

approve any Contract(s)/Documentation on behalf of the City; authorize

purchases to have the mobile unit wrapped; pull-up banner and stand; table

cover(s), brochures, letterhead, business cards, envelopes and the PMS ink

required to print these items at the CCG Print Shop; and to amend the WIOA

Department/Job Training Division fund (0220) by the amount of the grant

awarded.
