SUBJECT: Wilson Camp Landfill Closure Contract - Contract
Administration/Environmental

Recommendation: Approval is requested to execute a contract with Jacobs
Engineering, Inc. to perform Contract Administration and environmental
monitoring services for the Wilson Camp/Satilla Landfill closure project.
Background: Wilson Camp / Satilla Landfill will be closed under contract with
Southeast Environmental Contracting, Inc. During the closure process certain
activities need to be accounted for and certified to EPD. These certifications
are critical in receiving final closure approval from the State of Georgia once
closure activities are completed. These items include: Contract Administration,
Construction Quality Assurance, Groundwater Monitoring Well Installation and
Hydrogeologic Assessment. Jacobs Engineering, Inc., has the history and
expertise to accomplish these tasks for the City during the closure process.
Services provided under this contract are not capable of being provided by
existing City staff.
Analysis: The proposal will put in place personnel who are well qualified to
inspect the work and attest to certifications of work being done in accordance
with approved plans. The use of these personnel should expedite the closure
certification process once work is complete. Jacobs Engineering Inc., is
currently under contract to provide environmental engineering services for the
landfill.
Financial Considerations: The proposal is not to exceed $234,950 based on the
contractors stated schedule. Hourly rates can be applied, should the contract
time be lengthened. The closure approval should be obtained quicker using the
proposed consultants personnel as a certifying agent. Funds are budgeted in
the SPLOST Interest Income.
Projected Annual Fiscal Impact Statement: The compliance monitoring cost is
$10,000 per year, which may vary depending upon the number of groundwater
monitoring that are ultimately required by EPD. The closure documents state
that the closed Wilson Camp / Satilla Landfill must be monitored for a minimum
of 5 years. Georgia Law now requires monitoring for 30 years. Problems noted
during the monitoring must be investigated and a remediation plan prepared and
approved by EPD. Then the City must implement any required remediation. The
monitoring will become part of the annual Environmental Monitoring Contract.
Legal Considerations: The landfill must be closed in accordance with EPD
requirements and certification of proper closure will be required before
official closure is awarded to the City from EPD.
Recommendations/ Actions: Authorize the City Manager to execute a contract
with Jacobs Engineering, Inc. to perform Contract Administration and
environmental monitoring services for the Wilson Camp/Satilla Landfill closure
project.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT WITH JACOBS
ENGINEERING FOR ITEMS RELATING TO THE CLOSURE OF WILSON CAMP / SATILLA
LANDFILL. THE SERVICES WILL INCLUDE CONTRACT ADMINISTRATION, CONTRACT
CONSTRUCTION QUALITY ASSURANCE, GROUNDWATER MONITORING WELL INSTALLATION AND
HYDROGEOLOGIC ASSESSMENT FOR THE AMOUNT OF $234,950.
WHEREAS, the Columbus Consolidated Government has entered into a contract to
close the remaining portion of the Wilson Camp / Satilla Landfill and said
closure requires certification of proper closure before the State to will issue
an official notice of closure for the landfill; and,
WHEREAS, the closure certification and reporting requires special knowledge and
expertise that the Columbus Consolidated Government does not possess.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to execute a contract with Jacobs
Engineering for Contract Administration, Construction Quality Assurance and
Groundwater Monitoring Well Installation and Hydrogeologic Assessment in
relation the closure of the Wilson Camp / Satilla Landfill.
