SUBJECT: Radar List Modification Request to GDOT
INITIATED BY: Donna Newman, Director of Engineering
Recommendation: Approval is requested to authorize staff to submit to
GDOT a request to modify the current radar list for use of speed detection
devices.
Background: A request was received from the Muscogee County School
District to modify the designated school zone for the newly opened Spencer High
School to include Fort Benning Road and Cusseta Road. We will be requesting
removal of school zones in areas no longer being used as schools. Also, a
request is being made to lower the speed limit of Double Churches Road in the
vicinity of the park.
Analysis: Spencer High School has recently opened for operation. The
Engineering Department has received a request from the Muscogee County School
District to modify and establish a School Zone on Fort Benning Road and Cusseta
Road. The project to add parking within the right of way for Double Churches
Park has been completed. As part of the project, a traffic study was performed
and a reduction of speed limit to 40 mph from 45 mph was recommended. The
preschool that was operating at Westminster has ceased its operation as a
school and thus the school zone needs to be officially removed from the list.
In review of the list, it was noted the former Daniel Middle School on
Manchester Expressway and Spencer High School on State Route 520 (Victory
Drive) are no longer in use as a public schools, thus they need to also be
removed from the list as having a designated school zone. Upon review and
approval by GDOT the Department of Engineering will follow with an ordinance
modification for enforcement purposes.
Financial Considerations: The Department of Engineering will be responsible
for installation of appropriate signs and traffic control devices. Estimated
cost will be $32,000.
Projected Annual Fiscal Impact Statement: The Traffic Engineering Division
will be responsible for normal maintenance of all signs and traffic control
devices.
Legal Considerations: Requesting Council concurrence prior to sending request
for modification to GDOT.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT A REQUEST TO THE GEORGIA
DEPARTMENT OF TRANSPORTATION(GDOT) FOR MODIFICATIONS TO THE CURRENT RADAR LIST
TO INCLUDE MODIFICATIONS TO CERTAIN DESIGNATED SCHOOL ZONES AND REQUEST TO
LOWER SPEED LIMIT ON DOUBLE CHURCHES ROAD IN THE VICINITY OF THE PUBLIC PARK
AND NEWLY CONSTRUCTED DESIGNATED PARKING AREA.
WHEREAS, the Department of Engineering received a request from the Muscogee
County School District to modify an existing school zone to include the newly
opened Spencer High School on Fort Benning Road; and
WHEREAS, the Department of Engineering received a request to modify the
existing school zone for St. Luke School to include locations on 3rd Avenue;
and,
WHEREAS, there are areas currently designated as School Zones that are no
longer being utilized for elementary to high school use that should be removed
from the current radar list; and,
WHEREAS, as part of the project to construct additional parking in the vicinity
of the public park located on Double Churches Road a traffic study was
initiated which justified the lowering of the current speed limit form 45 mph
to 40 mph.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to submit a request to the Georgia
Department of Transportation (GDOT) to modify current radar list to include
moving the existing school zone to 300 ft north of Wade Street on Fort Benning
Road encompassing the area of Spencer High School, to include 3rd Avenue as a
school zone from 100 ft north of 10th Street to 310 ft north of 11th Street for
St. Luke School, remove the school zones on Manchester Expressway (S.R. 85),
Victory Drive (S.R. 520) and Double Churches Road, and lower the existing 45
mph speed limit on Double Churches Road to 40 mph between Northfield Drive and
Paprika Lane.
