SUBJECT: Veterans' Court Grant
INITIATED BY: Superior Court
Recommendation: Approval is requested to submit an application, and if
approved, accept funds from the Criminal Justice Coordinating Council for the
operation of the Muscogee County Veterans' Court , from October 1, 2012 to June
30, 2013 and enter a contract with the New Horizons Community service Board for
services and amend the Multi-governmental Fund by the amount awarded.
Background: The State of Georgia has provided approximately $9,383,682 to fund
Accountability Courts funds are being provided through the Criminal Justice
Coordinating Council (CJCC) rather than the Administrative Office of the
Courts. These funds are to be utilized to operate the court in FY13.
Analysis: The Muscogee County Veterans' Court is requesting a grant of
$80,000.00 from the CJCC to operate the Veterans' Court for a period of 9
months.
Financial Considerations: The City is not required to provide matching funds
to participate in this grant program.
Projected Annual Fiscal Impact Statement: The Columbus Consolidated Government
is not obligated to continue this program once grant funds have been expended.
Legal Considerations: The Columbus Consolidated Government is eligible to
apply for funds from the Criminal Justice Coordinating Council
Recommendations/ Actions: Approve a resolution authorizing the City Manager to
submit a grant application and if approved, accept funds from the Criminal
Justice Coordinating Council for the operation of the Muscogee County Veterans'
Court with Judge Allen, from October 1, 2012 to June 30, 2012 and enter a
contract with the New Horizons Community Service Board for services and amend
the Multi-governmental Fund by the amount awarded.

A RESOLUTION AUTHORIZING TO SUBMIT AN APPLICATION TO THE CRIMINAL JUSTICE
COORDINATING COUNCIL FOR A GRANT TO FUND THE MUSCOGEE COUNTY VETERANS' COURT
AND IF AWARDED, ACCEPT $80,000.00 TO PROVIDE FUNDING FROM OCTOBER 1, 2012
THROUGH JUNE 30, 2013 WITH NO LOCAL MATCH REQUIREMENT AND ENTER A CONTRACT
WITH THE NEW HORIZONS COMMUNITY SERVICE BOARD FOR SERVICES AND AMEND THE
MULTI-GOVERNMENTAL FUND BY AMOUNT AWARDED.
WHEREAS, funds have been made available from the Criminal Justice Coordinating
Council to the Veterans' Court for a 9 month period October 1, 2012 through
June 30, 2013; and,
WHEREAS, funds are being made available to provide support for the operation of
the Muscogee County Veterans' Court with Judge Allen for FY13; and,
WHEREAS, approximately $9,383,682 has been made available from the State to the
CJCC to fund Accountability Courts in the State of Georgia and the CJCC is
accepting applications from Accountability Courts throughout the State of
Georgia; and,
WHEREAS, the Criminal Justice Coordinating Council does not require a local
match; and,
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to submit an application for
a grant to the Criminal Justice Coordinating Council to fund the Muscogee
County Veteran?s Court and if awarded accept $80,000.00 to provide funding from
October 1, 2012 to June 30, 2013 with no local match requirement and authorize
to enter into a contract with the New Horizons Community Service Board for
services and amend the Multi-Governmental Fund by the amount awarded.
