SUBJECT: Muscogee County Adult Felony Drug Court - Treatment Contract
with Rediscovery
INITIATED BY: Muscogee County Adult Felony Drug Court
Recommendation: Approval is requested for Muscogee County Adult Felony Drug
Court to enter into a contract with Rediscovery Inc., to provide treatment
services to participants in the Muscogee County Adult Felony Drug Court Program.
Background: The Columbus Consolidated Government received a grant from the U.
S. Department of Justice, FY09 Drug Court Discretionary Grant: Enhancement in
the amount of $200,000 for the Muscogee County Adult Felony Drug Court of which
$102,000 was allocated over a two year period for treatment. When Drug Court
began on October 1, 2007, Rediscovery was selected by the Drug Court Team to
provide treatment services to participants. Rediscovery was paid with private
funds by participants until February 1, 2010 at which time we received a
Federal Grant to provide scholarships to individuals that qualified under the
Federal Poverty Guidelines. A contract approved by the City Council is
required to enable the city to pay Rediscovery from funds provided by the
grant. Rediscovery is presently providing treatment services for approximately
16 participants in various stages of treatment. It would be virtually
impossible to extract these individuals from their program. The Drug Court is
satisfied with the service being offered and with the success rate of
Rediscovery. In consideration of these factor we feel that a continuing
relationship with Rediscovery will be beneficial to our program.
Analysis: The Muscogee County Adult Felony Drug Court Team has reviewed the
proposal presented by Rediscovery, Inc., and has approved this organization to
provide treatment services to our participants.
Financial Considerations: This grant required a 25% local match of $66,667
which has been previously approved by the Mayor and Council. The grant total
is $266,667 which breakdown as follows: $200,000 Federal Government and $66,667
local match.
Legal Considerations: The Muscogee County Adult Felony Drug Court must have
approval from the Council to enter into a contract with Rediscovery, Inc., for
treatment services.
Recommendations/ Actions: Approval is hereby requested for Muscogee County
Adult Felony Drug Court to enter into a contract with Rediscovery, Inc., to
provide treatment services to participants in the Muscogee County Adult Felony
Drug Court Program.

A RESOLUTION AUTHORIZING THE MUSCOGEE COUNTY ADULT FELONY DRUG COURT TO ENTER
INTO A CONTRACT WITH REDISCOVERY, INC., TO PROVIDE TREATMENT SERVICES FOR
PARTICIPANTS IN THE MUSCOGEE COUNTY ADULT FELONY DRUG COURT PROGRAM. THE FUNDS
ARE BEING PROVIDED FROM A DEPARTMENT OF JUSTICE: DRUG COURT ENHANCEMENT GRANT
OF $200,000 WITH A LOCAL MATCH OF $66,667. THE CONTRACT WILL BE LIMITED TO
$102,000 WHICH IS PROVIDED BY THE GRANT FOR TREATMENT SERVICES OVER A TWO YEAR
PERIOD.
WHEREAS, the Columbus Consolidated Government has received a $200,000 grant
from a Department of Justice: Drug Court Enhancement Grant with the city
providing a 25% match of $66,667 from a total of $266,667. The sum of $102,000
has been allocated over a two year period to provide treatment services for
participants in the drug court program; and,
WHEREAS, the services being provided include: participant evaluations,
treatment classes, monitoring participants, attending and participating in drug
court team meetings, attending drug court hearings, providing a treatment
facility, providing treatment staff, maintaining attendance records, providing
progress reports and entering information in the data base; and,
WHEREAS, Rediscovery, Inc., has been providing treatment services in the
Columbus area from approximately 13 years and has been providing treatment
services for the Muscogee County Adult Felony Drug Court since October 1, 2007;
and,
WHEREAS, the Muscogee County Adult Felony Drug Court Team has reviewed
Rediscovery's professional staff certifications, their ability to provide
treatment services, their ability to develop treatment plans, and the adequacy
of their facility. As a result the drug court team has approved Rediscovery
Inc.as a treatment provider.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the Mayor and Council hereby authorize the Adult Felony Drug Court to
enter into a contract with Rediscovery, Inc., to provide treatment services to
participants in the drug court program.
