SUBJECT: Property Disposition ? 601, 605, 607, 609, 611 Veterans

Parkway, and 309 and 315 6th Street



INITIATED BY: Department of Community Reinvestment





Recommendation: Approval is requested to declare vacant property at 601, 605,

607, 609, 611 Veterans Parkway, and 309 and 315 6th Street, as surplus and

authorize the disposition of .608 acres +/- in Columbus, Muscogee County,

Georgia (see attached map).



Background: On January 14, 2014, Per Resolution 38-14, City Council approved

the City Manager entering into a contract with Columbus Housing Initiative,

Inc. d/b/a Neighborworks Columbus (?Neighborworks?) to administer an

owner-occupied rehab program valued up to $220,000 for low-income residents of

the Consolidated Government of Columbus, Georgia. In exchange for administering

and funding thisprogram, the City would quit claim the properties located at

601, 605, 607, 609, 611 Veterans Parkway, and 309 and 315 6th Street to

Neighborworks. Since 2014, Neighborworks has provided 26 low-income residents

with repairs to their homes totaling $421,956.93.



On August 9, 2016, per Resolution #286-16, Council approved authorizing the

City Manager to proceed with quit claiming the properties per Resolution

#38-14. After initiating the process, it was discovered that the properties

were originally purchased as part of the Urban Renewal Project, under the Urban

Redevelopment Law (O.C.G.A. 36-61-10 et. seq.), which placed a restriction on

the properties stating they could only be disposed of via a bid process. A

recent appraisal was conducted which values that property at $199,000. The

services provided by Neighborworks will be accepted in lieu of a cash offer.



Analysis: By providing $421,956.93 to low-income families in Columbus,

Neighborworks has satisfied their requirement of the original agreement in

2014. If Council approves to declare the properties surplus, the standard bid

process will be followed.



Financial Considerations: Declaring the properties surplus will have no

financial impact on the City. The successful bidder will pay for the legal fees

in having the property transferred.



Legal Considerations: The property can be sold in accordance with O.C.G.A

?36-61-10 et. Seq. and Section 7-501 of the Columbus Charter. Property will be

sold retaining easements for combination utilities, storm and sanitation pipes.



Recommendations/ Actions: Approve the attached Resolution to declare the

property at 601, 605, 607, 609, 611 Veterans Parkway, and 309 and 315 6th

Street, as surplus and to advertise and dispose of said property in accordance

with O.C.G.A ?36-61-10 et. seq.and Section 7-501 of the Columbus Charter.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO DECLARE 601, 605, 607, 609, 611

VETERANS, AND 309 AND 315 6TH STREET, AS SURPLUS AND TO ADVERTISE, AND DISPOSE

OF 0.608 ACRES +/- IN ACCORDANCE WITH O.C.G.A. 36-61-10 AND SECTION 7-501 OF

THE COLUMBUS CHARTER.



WHEREAS, the above mentioned property is owned exclusively by the Columbus

Consolidated Government and held subject to the Urban Redevelopment Law

(O.C.G.A. ?36-61-1 et. seq.) (the ?Law?); and,



WHEREAS, the Columbus Consolidated Government has no current or future use or

plans for said property and may dispose of thus some subject to and in

accordance with the Law; and,



WHEREAS, the property is appropriately suited for use in accordance with the

Law, including without limitation, for commercial development and use; and,



WHEREAS, the subject surplus real property owned by the Columbus consolidated

government must be conveyed in accordance with O.C.G.A. ?36-61-10 and Section

7-501 of the Columbus Charter.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:



That the City Manager is hereby authorized to declare property at 601, 605,

607, 609, 611 Veterans, and 309 and 315 6th Street, as surplus and authorize

the disposition of 0.608 +/-acres in Columbus, Muscogee County, Georgia, in

accordance with the Law and the Columbus Charter, and execute all contracts

agreements and understandings related to the conveyance of City property.
