SUBJECT: Local Government Project Agreement for an Intelligent

Transportation System



INITIATED BY: Department of Engineering







Recommendation: Approval is requested to execute a Local Government

Project Agreement for Advance Traffic Management System/Signal/Closed Circuit

Television/Fiber Project with the Georgia Department of Transportation.



Background: As with all projects developed through the City's

Transportation Improvement Program, the Department of Transportation provided a

Local Government Project Agreement for the City of Columbus to execute in order

to authorize work and funds for this project. This project is categorized as

an Intelligent Transportation System that will implement a Traffic Coordination

Center with all necessary field communications to traffic signal systems

throughout the City.



The Traffic Coordination Center will provide a facility for the Traffic

Engineering Division to monitor all traffic signal systems, traffic flow,

identify incidents (camera systems) such as accidents/congestion that restrict

smooth traffic flow, implement real time changes to traffic signal timings,

direct traffic via Changeable Message signs to alternate routes, perform

traffic signal diagnostics remotely, etc. The primary communications between

the Traffic Coordination Center and each signal system, cameras, changeable

message signs and other Intelligent Transportation System devices will use

fiber optics; but will also use web based and radio communication paths.



Analysis: This project is in the Transportation Improvement Program and

is scheduled for construction in FY06.



Financial Considerations: The Department of Transportation of Georgia and the

Federal Highway Administration will pay for the engineering (being designed by

the City) and construction. The City is responsible for Right of Way and

Utility Relocation anticipating the following expenses:

Preliminary Engineering $300,000 City Reimbursed by DOT

Utility Relocation (CIP - General Fund Contingency) $60,000 City

Right-of-Way None anticipated City

Design/Construction $3,107,000 DOT



Legal Considerations: The City Attorney agrees with this action.



Recommendations/ Actions: Approve the attached resolution authorizing the Mayor

to execute the Local Government Project Agreement and all subsequent agreements

necessary to accomplish Intelligent Transportation System project.
