SUBJECT: Agreement with Norfolk Southern Railway Company



INITIATED BY: Engineering Department







Recommendation: Approval is requested to execute an agreement with Norfolk

Southern Railway (Company) for fees not to exceed $10,000 for preliminary

engineering cost necessary to accommodate the widening and improvements to the

grade crossing at Veterans Parkway and Double Churches Road adjacent to the

railway at track milepost M-70.



Background: The City proposes to make intersection improvements at Veterans

Parkway and Double Churches Road at rail milepost MP R-7.0



Analysis: The agreement and payment of fees is required as part of conditions

to obtain a permit from the Railroad to widen and make roadway improvements

that cross their track in the vicinity of the intersection of Veterans Parkway

and Double Churches Road. The estimated cost for preliminary engineering

services is $10,000 and the estimated cost for inspections and supervision will

be provided to Council for approval once the amount is determined.



Financial Considerations: Funds are available in the 1999 SPLOST Veterans

Parkway/Double Churches Road CIP Account 53019.



Legal Considerations: Council is the approving authority for all resolutions.



Recommendations/ Actions: Authorize the City Manager to execute an agreement

with Norfolk Southern Railway (Company) for fees not to exceed $10,000 for

preliminary engineering cost necessary to accommodate the widening and

improvements to the grade crossing at Veterans Parkway and Double Churches Road

adjacent to the railway at track milepost M-70.

















A RESOLUTION

A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH NORFOLK

SOUTHERN RAILWAY (COMPANY) FOR FEES FOR PRELIMINARY ENGINEERING SERVICES

NECESSARY TO ACCOMMODATE THE WIDENING AND IMPROVEMENTS TO GRADE CROSSING AS

PART OF THE INTERSECTION IMPROVEMENTS AT VETERANS PARKWAY AND DOUBLE CHURCHES

ROAD ADJACENT TO THE RAILWAY AT M-7.0.

WHEREAS, the City proposes to widen and make additional improvements at the

intersection of Veterans Parkway and Double Churches Road at track milepost

M-7.0; and,

WHEREAS, the Company operates certain tracks within the city of Columbus and

the proposed project impacts an existing grade crossing and requires a permit

from the Company including but not limited to certain services such as

preliminary engineering, inspections and supervision during construction; and,

WHEREAS, this agreement and payment of fees is required as part of the

conditions to obtain a permit from the Company.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to execute an agreement with Norfolk

Southern for fees not to exceed $10,000 for preliminary engineering cost

necessary to accommodate the widening and improvements to the grade crossing at

Veterans Parkway and Double Churches Road adjacent to the railway at track

milepost M-7.0. Funds to be paid from the 1999 SPLOST Veterans Parkway/Double

Churches Road CIP Account 0540-695-2126-TXRB-53019-20080.
