SUBJECT: FY 2016 Annual Action Plan

Recommendation: Approval is requested for the filing of the FY 2016 Annual

Action Plan and applications for Entitlement funding for the Community

Development Block Grant (CDBG) and the HOME Investment Partnership Program

(HOME).



Background: The Annual Action Plan is a document required by the U.S.

Department of Housing and Urban Development (HUD) illustrating to HUD and the

citizens of Columbus, Georgia how our Entitlement funds will be expended during

FY 2016. The Annual Action Plan is an annual update of the City's 5-year

Consolidated Plan for the years 2012 - 2016. A public hearing was held on April

21, 2015 and the required public comment period expired on May 22, 2015. No

comments were received.



Analysis: A resolution is needed to authorize the filing of the Annual Action

Plan and the applications for programs administered by the U.S. Department of

Housing and Urban Development (HUD).



Projected Annual Fiscal Impact Statement: The filing of the Annual Action Plan

is required in order to obtain the Entitlement funding (CDBG and HOME) for FY

2016.



Financial Considerations: The sources of federal funding and programs are the

Community Development Block Grant (CDBG) in the amount of $1,311,557, and the

HOME Investment Partnership Program (HOME) in the amount of $587,589. All of

the proposed activities being funding for FY 2016 are allocated based on the

actual amount received from the CDBG and HOME entitlement funds for FY 2016.



Legal Considerations: Council must approve the Application for funding.



Recommendations/ Actions: Approve the attached Resolution authorizing the

filing of the FY 2016 Annual Action Plan and applications requesting

Entitlement funding from the Community Development Block Grant (CDBG) Program

and the HOME Investment Partnership Program (HOME).

A RESOLUTION AUTHORIZING THE FILING OF THE ANNUAL ACTION PLAN AND APPLICATIONS

REQUESTING ENTITLEMENT FUNDING FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)

PROGRAM AND HOME INVESTMENT PARTNERSHIP PROGRAM (HOME).



WHEREAS, the Consolidated Government of Columbus, Georgia wishes to come into

compliance with Title I of the Housing and Community Development Act of 1974,

as amended and the National Affordable Housing Act of 1990 as amended ; and,



WHEREAS, the Annual Action Plan Update (Budget) for the Consolidated Government

of Columbus, Georgia has been developed as prescribed by the Federal

Regulations of the U.S. Department of Housing and Urban Development; and,



WHEREAS, the Consolidated Government of Columbus, Georgia wished to apply for

federal funds and programs administered by the U.S. Department of Housing and

Urban Development; and,



WHEREAS, the sources of federal funding and programs are the Community

Development Block Grant (CDBG) Program and the HOME Investment Partnership

Program (HOME).



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:



That the FY 2016 Annual Action Plan (Update) and Applications for

Federal Assistance are hereby approved for filing with the U.S. Department of

Housing and Urban Development and further authorizes the City Manager and/or

his designee to execute all contracts, agreements, and understandings related

to the 5-Year Consolidated Plan and Annual Action Plan (Update).
