SUBJECT: FFY2017/FY 2018 Annual Action Plan
Substantial Amendment to Neighborhood Stabilization Program (NSP) 1 & 3

Recommendation: Approval is requested for the filing of the FFY 2017/FY 2018
Annual Action Plan, applications for Entitlement funding for the Community
Development Block Grant (CDBG) and the HOME Investment Partnership Program
(HOME), including a substantial amendment to Neighborhood Stabilization Program
(NSP) 1 & 3.
Background: The Annual Action Plan is a document required by HUD illustrating
how the Entitlement funding will be expended during FFY2017/FY 2018 (see
attached). The Annual Action Plan is an annual update of the City's Five Year
Consolidated Plan for the years 2017 - 2021. Also, the City was a recipient of
NSP 1 & 3 funding in 2008 and 2011 as part of the Housing and Economic Recovery
Act of 2008 and the Dodd-Frank Wall Street Reform Act of 2010. The funding was
used for the construction/rehabilitation of affordable housing for sale and
rent throughout Columbus. The City is asking HUD for a substantial amendment to
the NSP 1 & 3 Action Plans to use the program income from the sale of these
properties for land banking activities for the acquisition and redevelopment of
abandoned and foreclosed properties. A public hearing was held on July 20,
2017 and the required public comment period expired on July 24, 2017. These
plans must be submitted to HUD no later than August 16, 2017.
Analysis: A resolution is needed to authorize the filing of the Annual Action
Plan, the substantial amendment to the NSP 1 & 3, and applications for programs
administered by the U.S. Department of Housing and Urban Development
(HUD).
Financial Considerations: The sources of federal funding and programs for
FFY2017/FY 2018 are the Community Development Block Grant (CDBG) in the amount
of $1,810,347, the HOME Investment Partnership Program (HOME) in the amount of
$787,388, and NSP 1 & 3 program income in the amount of $1,082,677.
Legal Considerations: Council must approve the Application for funding.
Recommendations/ Actions: Approval is requested for the filing of the FFY
2017/FY 2018 Annual Action Plan, applications for Entitlement funding for the

Program (HOME), including a substantial amendment to Neighborhood Stabilization

A RESOLUTION AUTHORIZING THE FILING OF THE FFY2017/FY 2018 ANNUAL ACTION PLAN,
THE APPLICATIONS FOR ENTITLEMENT FUNDING FOR THE COMMUNITY DEVELOPMENT BLOCK
GRANT (CDBG) AND HOME INVESTMENT PARTNERSHIP PROGRAM (HOME), AND THE
SUBSTANTIAL AMENDMENT TO THE NEIGHBORHOOD STABLIZATION PROGRAM (NSP) 1 & 3.
WHEREAS, the Consolidated Government of Columbus, Georgia wishes to come into
compliance with Title I of the Housing and Community Development Act of 1974 as
amended, the National Affordable Housing Act of 1990 as amended, the Housing
and Economic Recovery Act of 2008 as amended, and the Dodd-Frank Wall Street
Reform Act of 2010 as amended; and,
WHEREAS, the Annual Action Plan and the Substantial Amendment to the NSP 1 & 3
for the Consolidated Government of Columbus, Georgia has been developed as
prescribed by the Federal Regulations of the U.S. Department of Housing and
Urban Development; and,
WHEREAS, the Consolidated Government of Columbus, Georgia wishes to make
amendments and apply for federal funds and programs administered by the U.S.
Department of Housing and Urban Development; and,
WHEREAS, the sources of federal funding and programs are the Community
Development Block Grant (CDBG) Program, the HOME Investment Partnership Program
(HOME),and Neighborhood Stabilization Program (NSP).
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the FFY 2017/FY2018 Annual Action Plan, Applications for Federal
Assistance, and the Substantial Amendment to the NSP 1 & 3 are hereby approved
for filing with the U.S. Department of Housing and Urban Development and
further authorizes the City Manager and/or his designee to execute all
contracts, agreements, and understandings related to the Annual Action Plan,
and the Neighborhood Stabilization Program (NSP) 1 & 3.
