Board Meeting Minutes

May 6, 2015

10:00 a.m.





A meeting of the Land Bank Authority Board was held on May 6th, 2015, in the

Conference Room at the Land Bank Authority?s office located at 18 Eleventh

Street, Columbus, Georgia.



Members Present: Lance Hemmings Carson Cummings Patrick Coleman

Justin Krieg



Members Excused: Steve Anthony Brad Dodds Anne Hanna Merritt



Also Present: Rhonda Walters (Staff)





Call to Order/Establish a Quorum

Board Chair Lance Hemmings called the meeting to order. A quorum was present.





Approval of Minutes

A motion to approve the minutes from the Board meeting on April 1, 2015, was

made by Justin Krieg. The motion was seconded by Patrick Coleman. The motion

passed.





Operational Items

Financial Update

Approximately $45,400 remains in the account. One transaction ? payment for

conference registration ? occurred.



Certificate of Incumbency

Discussion tabled until next month when Brad Dodds is available.





Business Items

Property Updates

o 2235 Cornell Avenue

Justin Krieg spoke with owners of adjacent property and offered to sell the lot

to them. He will follow-up with them to determine if they are interested in

purchasing the lot.



o 1016 51st Street

Justin Krieg contacted Phenix-Girard Bank to let them know the LBA is not

interested in obtaining this property at this time.



o 2406 Winchester

Property offered at Tax Sale 5/5/15 but did not sell. Delinquent Taxes & City

Liens total approximately $40,700.00. Property currently being used as a

neighborhood garden. Potential In Rem Foreclosure candidate. LBA may be

interested in acquiring. It is a viable lot that developers may be interested

in purchasing for around $15,000 provided encumbrances are removed. Justin

Krieg will talk with City/County representatives regarding the back taxes and

other liens.



o Property List from David Fox, NeighborWorks Columbus

Lance Hemmings brought up the request from NeighborWorks Columbus (NWC)

regarding the possible transfer of property to the LBA. Justin Krieg will

contact David Fox for additional information and possible timelines. Justin

will also forward a draft copy of an operational agreement that addresses such

property transfers to Rhonda Walters. Rhonda will confer with Alison Souther

Goldey of Macon-Bibb LBA for additional advice regarding such agreements.



List of Tax Delinquent Properties

Discussion regarding the tax delinquency list and the possible reimbursement of

costs associated with actions undertaken to encourage payment or pursue in rem

foreclosure continued. Justin Krieg will follow-up with contacts at the Tax

Commissioner?s Office for further clarification.

Options regarding how to best utilize available resources in support of the

mission were discussed. Members were encouraged to give this further thought

and to review the list in preparation for further discussion next month.



New Business

Mayor Trott (Pine Mountain GA) contacted Justin Krieg regarding possible

assistance with or guidance regarding the use of the In Rem Foreclosure

process. It is something they may want to explore in the future depending on

how they address certain properties within their jurisdiction. Mayor Trott will

contact the LBA should the need arise.



Reclaiming Vacant Properties Conference

This national conference in Detroit, Michigan, will take place in mid-May.

Rhonda Walters will attend as staff and gather information that may be useful

for the LBA to consider moving forward. She also will seek advice from

Macon-Bibb LBA and other entities regarding possible next steps for the LBA.





Next Meeting

The next Land Bank Authority Board Meeting will be on Wednesday, June 3rd,

2015.
