Board Meeting Minutes
January 4, 2012

A meeting of the Land Bank Authority Board was held on January 4, 2012 in the
City Council Conference Room of the Columbus Consolidated Government Center.

Board Chair Justin Krieg called the meeting to order. A Quorum was present.
Board Member Thomas Gristina made a motion to approve the November and December
Board Meeting Minutes. Board Member Carson Cummings seconded the motion. The
motion passed.
In-Rem Foreclosure Adoption
Board Chair Justin Krieg went before the City Council last month with the Tax
Commissioner. Two options were given on the process to handle the In-Rem
Foreclosures. The first option is for the Tax Commissioner to initiate the
process, the second option is for the Land Bank Authority to initiate the
foreclosure process.
This will come before City Council again mid-month January for approval. Mark
McCollum will contact the City Attorney for verification that it?s on his
January agenda. After City Council approval, the Land Bank will meet with the
Tax Commissioner.
NeighborWorks Columbus Property Transfer
Board Chair Justin Krieg said that there isn?t any new information at this time
on the property transfers.
NeighborWorks Columbus will receive the management contract and begin reviewing
it. Board Member Thomas Gristina questioned Section 6 of the agreement, stating
that the Land Bank Authority would be named as additionally insured. Thomas
Gristina will talk with attorney Jacob Beil for clarification.

East Highland Initiative
Board Chair Justin Krieg, went to a meeting in December to promote the East
Highland Initiative to the City. There were several community revitalization
groups at the meeting. After the presentation made by the Land Bank Authority
on the efforts to revitalize East Highland, the City didn?t feel that there are
enough resources to focus on just one area of the City. The City may however,
be able to partner with East Highland. Habitat for Humanity and NeighborWorks
Columbus have projects planned for the area. The Columbus Police Department has
committed to increase patrols in the area as well.
Accept Transfer of NSP Property ? 2423 Clover Lane
NeighborWorks Columbus purchased this property with NSP funds and had the house
demolished. NeighborWorks Columbus would like to transfer the vacant property
to the Land Bank Authority. The Land Bank Authority has agreed to look at the
property and may add it to the list of the 5 other properties the Land Bank
Authority is accepting from them. This item will be placed on the February
agenda and discussed again.
Old/New Business
The next Land Bank Authority Board Meeting will be on Wednesday, February 1,
2012.
