SUBJECT: Audit Services of the Contract for Hospital Care for Indigent Persons



INITIATED BY: City Manager?s Office / Finance Department







Recommendation: Approval of a resolution is requested to authorize Request for

Proposal No. 12-0014 for Audit Services of the Contract for Hospital Care for

Indigent Persons.



Background: The Columbus Consolidated Government entered into a contract with

the Medical Center Hospital Authority of Columbus, Georgia July 1992 to provide

hospital care to indigent persons residing in Columbus, Georgia and

prisoners. The funding for this contract is derived from 3 mills of Ad

Valorem Property Tax based on the approved digest, not collections. An

additional amount is required each year if the care for prisoners exceeds

$500,000. Thereafter, the Columbus Consolidated Government pays 50% of the

balance over $500,000.



Analysis: The Columbus Consolidated Government has not audited the contract

since inception for contract compliance.



Financial Considerations: The anticipated funding source for these services

will be General Fund Contingency.



Projected Annual Fiscal Impact Statement: No anticipated projected future

impact.



Legal Considerations: Council approval requested.



Recommendations/Actions: Approve a resolution to authorize Request for

Proposal No. 12-0014 for Audit Services of the Contract for Hospital Care for

Indigent Persons.











A RESOLUTION

NO. ______



WHEREAS, Columbus Council approved a contract for hospital care to indigent

persons residing in Columbus, Georgia and prisoners on July 8, 1992; and,



WHEREAS, the Columbus Consolidated Government has not performed an audit of

this contract for contract compliance since inception; and,



WHEREAS, the cost of this contract has continued to increase since inception.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY RESOLVES:



That the City Manager and/or his designee is hereby authorized to release RFP

No. 12-0014 for Audit Services for the Contract for Hospital Care to Indigent

Persons.
