I. WHITESVILLE WALK VARIANCE REQUEST - 1312 WOODVILLE COURT - LOT 15 C:
Denial is requested for a variance request for platting and development of Lot
15 C, Whitesville Walk, to Article 8 of Chapter 7 of the Unified Development
Ordinance (UDO) City Code Section 7.8.3 -Design Standards for Streets requiring
the installation of a cul-de-sac when the logical extension of a subdivision is
terminated. Section 7.8.3.H requires the developer to provide a cul-de-sac for
a dead end street where the logical extension of the street is terminated due
to lack of future access to adjoining property. The 2012 Fire Code requires a
turnaround for any access roads in excess of 150 feet. Engineering has
consulted with the required departments with the Fire Department, Public Works
being opposed.
II. LEASE AGREEMENT - 685 FRONT AVENUE - HISTORIC COLUMBUS:
Approval is requested to enter into a lease agreement with Historic Columbus to
lease the Promenade house located at 685 Front Avenue for $1 per year for a
period of twenty (20) years. The property has been vacant for approximately 4
years and is currently in need of repairs. Historic Columbus will renovate at
no cost to the City, which will improve the aesthetics to the neighborhood and
increase the value of the structure. Historic Columbus will also be responsible
for maintenance, utilities, and insurance. The tenant will be responsible for
all improvements, maintenance and utilities, and will be required to maintain
liability and property insurance.
III. ALLEY ABANDONMENT QUIT CLAIM:
Approval is requested to execute a Quit Claim Deed to the owner of 1511 50th
Street (parcel #032 003 008) in Columbus, Georgia for a portion of the alley
located along the rear of said property. The owner of the property wishes to
expand his business located at 1509 and 1511 50th Street by constructing a
warehouse adjacent to his current building. The owner is requesting the
alleyway located behind his property in order to have the space needed for a
required detention area. The owner of the parcels located on the other side of
the alley signed a document stating that they do not object to the abandonment
of this alleyway. The Engineering Department has examined the alley and found
that it is not currently used for nor is it expected in the future to be needed
for any public purposes. The Department of Community Reinvestment finds that
the City?s interest in the alley has no appreciable monetary value.

IV. STREET ACCEPTANCE - WOODLAND CREEK COURT, THAT PORTION OF WOODLAND RIDGE
DRIVE AND THAT PORTION OF CROSS CREEK LANE LOCATED IN HIGHLANDS PHASE TEN,
GARRETT CREEK:
Approval is requested for the acceptance of Woodland Creek Court, that
portion of Woodland Ridge Drive and that portion of Cross Creek Lane located in
Highlands Phase Ten Garrett Creek. The Engineering Department has inspected
said streets and recommends acceptance of the same.
V. STREET ACCEPTANCE - PINE SEED COURT AND THAT PORTION OF PINE SEED DRIVE
LOCATED IN SECTION FOURTEEN, GARRETT PINES:
Approval is requested for the acceptance of Pine Seed Court and that
portion of Pine Seed Drive located in Section Fourteen, Garrett Pines. The
Engineering Department has inspected said streets and recommends acceptance of
the same.
VI. 2018 HOMELAND SECURITY GRANT PROGRAM:
Approval is requested to accept a grant of $84,160.00 or as otherwise
awarded, from the 2018 Homeland Security Grant Program and amend the
Multi-Governmental Fund by like amount. These funds will be utilized for the
maintenance of equipment received as part of the West Central Georgia search
and rescue (GSAR) team. This team was formed to improve responses to heavy
rescue emergencies to the citizens of Columbus and surrounding counties.
VII. TEMPORARY USE OR SPECIAL EVENT PERMIT EXTENSION TO EXTEND EXISTING
CERTIFICATE OF OCCUPANCY FOR STAR SOUTH STEAKS:
Approval is requested to approve the request of Lois Lokey DBA Star
South to extend their Special Events Permit and host a meat sale at 3131
Manchester Expressway for thirty additional days. The Inspections & Code
Department has reviewed the paperwork to ensure that everything meets the code
standards.

1. Ft. Benning Road Roundabout ? RFB No. 18-0043
Scope of Bid
Option 1 is to construct the proposed roundabout at Ft. Benning Road, Brennan
Road, and Cusseta Road. Project includes storm water infrastructure
improvements, asphalt paving, sidewalks, and landscaping.
Option 2 includes the roundabout but also includes construction of the proposed
streetscapes along Ft. Benning Road from Wade Street to Shelby Street.
Streetscapes work includes new multi-use trail, storm water infrastructure,
asphalt paving, and landscaping.
The choice of which Option is selected shall be at the sole discretion of the
City and will be based on the funding available for this project. The City
reserves the right to reject any and all bids and to waive all technicalities
and informalities
2. Bus Route Signs & Poles (Annual Contract) ? RFB No. 18-0045
Scope of Bid
Provide bus route signs and poles to METRA Transit System. The contract term
will be for two (2) years, with the option to renew for three (3) additional
twelve-month periods.

Scope of Bid
A Mandatory Site Visit/Walk-Thru is scheduled for 10:00 AM (Eastern) on
Wednesday, April 11, 2018. Vendors shall convene in the Main Lobby of the
Columbus Aquatics Center, which is located at 1603 Midtown Drive, Columbus,
Georgia 31909, before proceeding to the work area.

Scope of Bid
The Columbus Consolidated Government seeks qualified firms or individuals to
provide turnkey automated teller machine (ATM) services at various locations.
The contract term will be for one (1) year with the option to renew for four
(4) additional twelve month-periods.
April 25, 2018
1. Chattahoochee River Walk Repair at Light Poles 371 & 374 ? RFB No. 18-0047
Scope of Bid
The project involves the reconstruction of failed sections of earthen slope
between the Riverwalk and the Chattahoochee River in the City of Columbus, GA.
Included in the reconstruction are the removal of the damaged vegetation,
asphalt pavement, and any loose soils. Reestablishment of the slope will
involve the installation of a type 1 rip rap buttress to support the type 3 rip
rap stone to be extended across the face of the damaged slope. Upon completion
of the slope repairs, any damaged sections of the Riverwalk will be
reconstructed.
2. Pool Repairs for Columbus Aquatics Center ? RFB No. 18-0051
Scope of Bid
The Columbus Consolidated Government is seeking bids from qualified
vendors to perform repairs, to include plaster, concrete and other repairs, for
the Department of Parks & Recreation?s Aquatics Center. Vendors may choose
to bid on one, two or all three of the items specified.

1. Alcohol Management Services for Columbus Civic Center (Annual Contract) ?

Scope of Bid
The Columbus Consolidated Government seeks proposals from qualified vendors to
provide alcohol (beer/wine/liquor) management services at the Columbus Civic
Center. The contract shall commence on October 1, 2018 (due date subject to
change). The contract term shall be for three (3) years with the option to
renew for two (2) additional twelve-month periods.
May 2, 2018
1. River Road Roundabout ? RFB No. 18-0050
Scope of Bid
The project includes construction of the proposed roundabout at the River
Road/SR 219, Bradley Park Drive, and Cascade Drive intersection. Work includes
new asphalt paving, curb and gutter, sidewalks, concrete islands, storm water

1. Inmate Medical & Pharmacy Services for Muscogee County Jail (Annual

Scope of RFP
It is the intent of Columbus Consolidated Government (the City) and the
Muscogee County Sheriff?s Office (MCSO) to enter into an annual contract with a
qualified medical correctional provider for comprehensive medical and pharmacy
services to those patients incarcerated in the Muscogee County Jail (MCJ).
The contract term shall be for two (2) years with the option to renew for three
(3) additional twelve-month periods.
2. Right of Way Acquisition Services (Annual Contract) ? RFP No. 18-0021
Scope of Bid
The Columbus Consolidated Government is seeking multiple consultants to provide
Right of Way Acquisition Services on an ?as needed basis?. The contract term
will be for a period of two (2) years with the option to renew for three (3)
additional twelve-month periods. The contract shall commence on June 12, 2018
(date subject to change).
