CITY MANAGER'S AGENDA

I. 2018 LEGISLATIVE AGENDA - ADD ON:
Approval is requested to introduce legislation to amend OCGA Section 15-11-36
so as to relieve counties, police chiefs and sheriffs form bearing
transportation costs and related expenses when juveniles are ordered to be
transported to or from a facility outside the jurisdiction of the juvenile
court hearing such a matter.
II. SIDEWALK VARIANCE - 4306 15TH AVENUE:
Approval is requested authorizing a variance to City Code Section 7.10.1
delaying the construction of sidewalk along the right of way frontage at 4306
15th Avenue until sidewalks are installed on adjacent properties. McCown Hall
Properties, LLC is developing commercial property at 4306 15th Avenue. The
project will include an office building and warehouse. There are currently no
sidewalks in the area. The developer of the project has requested delay in the
installation of the sidewalk until such time sidewalk is added to the adjoining
properties. In addition, there are existing trees that would have to be
removed in order to construct new sidewalk.
III. STREET ACCEPTANCE - THAT PORTION OF CHARLESTON WAY, THAT PORTION OF ORIANA
DRIVE AND THAT PORTION OF SULLIVAN'S DRIVE LOCATED IN REPLAT OF SECTION ONE,
CHARLESTON PLACE:
Approval is requested for the acceptance of that portion of Charleston Way,
that portion of Oriana Drive and that portion of Sullivan's Drive located in
replat of Section One, Charleston Place. Said streets have been improved and
meet the required specifications for acceptance by the City. The Engineering
Department has inspected said streets and recommends acceptance by same.
IV. QUIT CLAIM PROPERTIES - 2362 SOUTH ANDREWS ROAD AND 0 CUSSETA ROAD:
Approval is requested to renounce, disclaim, and quit claim the properties
located at 2362 South Andrews Road (Parcel #041 012 008) and 0 Cusseta Road
(Parcel #041 006 012) back to the original owner. The properties were quit
claimed to the City without knowledge or consent. These properties do not serve
a purpose and is not needed for any future developments. With the City owning
the properties, it increases liabilities, maintenance costs, and takes
additional properties off of the tax roll. Clarifying that title to the
properties remains in the original owner will save the City potential
maintenance costs, liability claims, and allow the property to remain on the
tax rolls.
V. PROPERTY ACQUISITION - 2212 1ST AVENUE:
Approval is requested to acquire 2212 1st Avenue (Parcel #006 002 015)
in the amount of $15,000, to include closing costs, in an effort to assemble
land in the City Village Redevelopment area. The owners of 2212 1st Avenue
contacted the Community Reinvestment Department asking if the City would be
interested in purchasing the property located at 2212 1st Avenue. The City
currently owns the properties located at 2216 1st Avenue, 2221 and 2213 2nd
Avenue, and 114 23rd Street, which are adjacent to this parcel. 2221 2nd Avenue
is currently leased by Homeless Resource Network. This property was recently
appraised for $15,000. The owners have agreed to sell the property to the City
for fair market value, minus closing costs. The total purchase, to include
closing costs, will not exceed $15,000.
VI. TEMPORARY USE OR SPECIAL EVENT PERMIT FOR DIMENSIONS ADVENTURE ZONE:
Approval is requested to approve the request of Dimensions Adventure
Zone to have a Haunted House at 201 Brennan Rd for an additional six days to
end on November 4, 2018. Dimensions Adventure received authorization to host a
haunted house as a special event from October 5 ? October 29. The company would
like to extend the special event until November 4, 2018.
VII. FY2020 GRANT APPLICATION FOR PLANNING ASSISTANCE:
Approval is requested to authorize the Department of Transportation/METRA to
submit application, and if awarded, accept a Grant in the amount of $119,396 or
otherwise awarded from the United States of America, and Georgia Department of
Transportation under Title 49 U.S.C., Section 5303. Approval is also requested
to authorize the City Manager or Mayor to accept grant funds if approved and
execute contracts with GDOT.
VIII. PURCHASES:
Approval is requested of items "A" to "G":
A. Fire Sprinkler Service & Inspections (Annual Contract)
B. Self-Propelled Scissor Lift - Sourcewell Contract
C. Contract Extension for Long Distance Telephone Services (Annual
Contract)
D. Payment for Local Phone Service Billing
E. Service/Maintenance Plan for Fire/EMS Burn Building
F. Repairs and Associated Services/Equipment Required Due to the
Government Center Flooding
G. Statement of Work No. 3 for CGI Advantage 360 Software as a Service
Agreement (SAAS) ? HRM Implementation-Annual/Sick Leave Process and Reporting
and as Needed Technical/Consulting Services
IX. 2018-2019 ADDITIONAL VOCA GRANTS: (Add-On)
Approval is requested to approve an application for additional VOCA Grants for
the Solicitor General?s Victim-Witness Assistance Program. There would be four
grant applications: one for the salary of a Victim Advocate Investigator (in
the amount of $49,260.86), or otherwise awarded, second for a Domestic Violence
Assistant Solicitor (in the amount of $67,209.07) or otherwise awarded. Third a
salary supplement for a program director (in the amount of $12,000), or
otherwise awarded, and fourth for additional operating expenses (in the amount
of $6,000), or otherwise awarded. This grant would create new positions in the
Office of the Solicitor General Victim-Witness Assistance Program and the
salary and benefits of said positions would be fully funded pursuant to said
grant. The grants would be budget neutral for the Columbus Consolidated
Government.

Scope of Bid
Vendor will pay a fee for the contractual right to remove and recycle used oil
& antifreeze, at the following locations: 1011 Cusseta Road, 3950 Schatulga
Road and 814 Linwood Blvd, Columbus, Georgia. The initial term of this
contract shall be for three years, with the option to renew for two additional
twelve-month periods.
