Dear Mr. Hugley,

Recently I had a problem with the Care Ambulance L/S Company about their

billing. I gathered my facts, assembled my documents, and then wrote to the

company, to Medicare, to Blue Cross/Blue Shield, all to no avail. The

Citizens' Assistance Office which you maintain offered me the name of CAPT

Marie Harrell, Columbus Fire Department, Chief of Emergency Services.

I called CAPT Harrell, and she digested a number of complicated but

critical facts in a short time. CAPT Harrell then intervened in this matter in

a way that was totally correct and successful. I have been an elected City

Commissioner in a city of this size myself, and I have been around public

service all my life. Seldom have I seen a municipal officer deal so

effectively, so sensitively, and so correctly as CAPT Harrell did upon this

occasion.

I am aware that you have some fine leaders in your various departments.

The Emergency Services area is particularly sensitive, and it is obvious to me

that CAPT Harrell is doing a superb job in her area. I wish to commend her for

her valuable and competent services, and to thank you for having such a fine

officer available to the public for the resolution of problems.

You have to put up with many negative problems and complaints in your

position. I hope you will share this letter in some way that shows what fine

governmental services we have here in Columbus.
