SUBJECT: Request to Quit Claim City-owned property to Development
Authority
? 2463 Blanchard Blvd
INITIATED BY: Department of Community Reinvestment
Recommendation: Approval is requested to quit claim vacant city-owned property
located at 2463 Blanchard Boulevard to the Development Authority to be used for
the expansion of an existing business (see attached map).
Background: In 2004, the Columbus Consolidated Government deeded to the
Development Authority the former landfill site on Blanchard Blvd. At that time,
the Authority agreed to lease the site to The Waggoner?s Trucking resulting in
new jobs and investment, along with significant improvements of the property
and to the existing buildings in the surrounding area. The Waggoner?s has
recently expressed the need for additional land in order to accommodate new
business related to the automotive industry.
The requested property (approximately 4.53 acres) is within the flood way and
the 100-year flood plain and is not being utilized and cannot be developed.
The requested property is also outside of the boundary of the fence surrounding
the rugby field.
If the CCG deeds the subject property to the Development Authority, it will be
added to the existing lease of the former landfill site that is already being
leased to Waggoner?s. The Authority has agreed that it would make sense to add
the property to the lease since it is not currently being put to economic use,
and it is otherwise landlocked.
Analysis: The City currently has no current or future plans for this
property. Since the property is located within a floodway/floodplain
development is limited on this parcel. Quit claiming this property to the
Development Authority will allow for the expansion of The Waggoner?s business.
Financial Considerations: Allowing this property to be utilized by a
for-profit entity could generate additional jobs and tax revenues for the City.
Legal Considerations: All real estate transactions require Council?s approval.
The property will be deeded retaining easements for combination utilities,
storm and sanitation pipes.
Recommendations/Actions: Approve the attached Resolution to quit claim vacant
city-owned property located at 2463 Blanchard Boulevard to the Development
Authority to be used for the expansion of an existing business.
A RESOLUTION
A RESOLUTION AUTHORIZING THE CITY MANAGER TO QUIT CLAIM VACANT CITY OWNED
PROPERTY LOCATED AT 2463 BLANCHARD BOULEVARD TO THE DEVELOPMENT AUTHORITY TO BE
USED FOR THE EXPANSION OF AN EXISTING BUSINESS.
WHEREAS, the above mentioned property is owned exclusively by the Columbus
Consolidated Government; and,
WHEREAS, the Columbus Consolidated Government has no current or future use or
plans for said property; and,
WHEREAS, the Development Authority is requesting this parcel be quit claimed
and leased to The Waggoner Trucking to accommodate new business related to the
automotive industry.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City manager is hereby authorized to quit claim vacant
city-owned property located at 2463 Blanchard Boulevard to the Department
Authority to be used for the expansion of an existing business.
Introduced at a regular meeting of the Council of Columbus, Georgia,
held the _________ day of _____________, 2017 and adopted at said meeting by
the affirmative vote of ____________ members of said Council.
