MINUTES # 40-07



The Columbus, Georgia, Board of Tax Assessors met Monday, October 22, 2007 at

9:00AM with Chairman William Braxton, Assessors Lawton Grantham, Richard

Stallings, Ann Grantham and Pat Hunter present. Also present was Residential

Div Manager Bob O?Brien. Chief Appraiser Betty J. Middleton was absent

attending a seminar.



Assessor Richard Stallings made the motion to approve Min#39-07; Assessor

Lawton Grantham seconded the motion; motion carried unanimously.



The Board signed assessment corrections for real estate.



The Board approved a Development Authority Letter for Ambling Development

Partners, LLC Project for 2007.



The Board also reviewed and discussed a letter regarding VA exemption (Parcel

ID 081 031 008) The Board did not take any action on the previous years;

however, approved it for the year 2008.



Res Div Mgr Bob O?Brien told the Board that City Attorney Clifton Fay advised

that the Chairman of the Board should meet with the Director of Engineering

regarding the GIS mapping issues. Chairman William Braxton and Assessor Lawton

Grantham agreed to meet with representatives from this office and the Director

of Engineering.



Met with Mr. Rogers and Mr. Harrow representing Peters Chapel AME Church

Inc.regarding a request for non-taxability for parcel ID 094 001 037. Mr.

Rogers said the church is parking a van on the property, the church is having

BBQs and holding other church related functions on the property. He also said

that the church has future plans to build a sanctuary. Assessor Lawton Grantham

made a motion to grant non-taxability for the year 2007; Assessor Richard

Stallings seconded the motion; motion carried.



Met with Mrs. Hardmon representing Faith Worship Center International Inc.

regarding a request for non-taxability for property located at 1600 Blanchard

Rd (Parcel ID 023 010 002A). Mrs. Hardmon said she had received a tax bill for

the year 2006 for this property. She said she was under the impression churches

are tax exempt. The Chairman explained to her since the church bought the

property in September of 2006, the property did not qualify for the exemption

for 2006. He also said the taxes should have been pro-rated at the time of

purchase and to contact her closing attorney. She Page 2

said that the grounds were used for outreach, teen gatherings and worship

services in October of 2006. She said they did some construction on the

building, which is completed now and they are using that part of the building

for a basketball gym. She said the sanctuary would be built in the other half

of the building after raising more funds. Assessor Richard Stallings made a

motion to approve tax exempt status for 2007; Assessor Lawton Grantham seconded

the motion; motion carried.



Bread of Life Christian Center, Inc. had an appointment with the Board;

however, did not appear. (Parcel ID 087 019 058 and 012 015 021).



Met with Residential Division Manager Bob O?Brien, reviewed and approved the

following:



Appeals: 4 (NC)



Res Div Mgr Bob O?Brien also informed the Board of a pending arbitration case

(Parcel ID 101 01 014A), for which an arbitrator has to be appointed. The Board

made several suggestions.



Met with Personal Property Division Manager Oliver Juhan, reviewed and approved

the following:
