Subject: 100 Best Communities 2008 RFP

Recommendation: Approval is requested to submit an application and, if
approved, accept funds from America?s Promise Alliance 2008 RFP for the 100
Best Communities to provide tennis equipment and other essentials to start the
?Therapeutic Quick Start Tennis Program?. This program will target the
intellectually and/or physically challenged four to five year old children, a
segment of our community that is presently underserved. Amend the
Multi-Governmental Fund by the amount awarded and allow funds to cross over
fiscal years.
Background: The Alliance?s National Action Strategy "Where the Kids Are,"
"Therapeutic Quick Start Tennis Program" will provide a learning environment of
necessary life skills and an interaction with parents giving them a better
understanding of their child?s needs and growth potential.
Analysis: America?s Promise Alliance is making grant funds available to
applicants of the 2008 100 Best Communities for Young People Award. The RFP is
based on the Alliance?s National Action Strategies to improve the lives of
at-risk young people and will be awarded to those communities who follow one of
the strategies and target an under served need in the community.
Amend: Amend the Multi-Governmental fund by the amount awarded and allow funds
to cross over fiscal years.
Financial Considerations: The grant, if awarded, will be disbursed based on
actual documented expenditures in a reimbursement format with no local match.
Recommendation: Authorize a resolution to approve the application of and
acceptance for grant funds in the amount of $100,000 from the America?s Promise
Alliance 100 Best Cities 2008 RFP for the Therapeutic Quick Start Tennis
Program.

A RESOLUTION AUTHORIZING TO SUBMIT AN APPLICATION, AND IF AWARDED
ACCEPT FUNDS FROM THE AMERICA?S PROMISE ALLIANCE?S 100 BEST COMMUNITIES 2008
RFP FOR THE ?THERAPEUTIC QUICK START TENNIS PROGRAM.?
WHEREAS, the Department of Parks and Recreation administers programs
for the community which offer educational and physical activities for all
citizens; and,
WHEREAS, the Columbus Parks and Recreation Department has a location to
implement the program; and,
WHEREAS, the Columbus Parks and Recreation Department provides daily
activities to program participants and citizens at no significant cost to the
city; and,
WHEREAS, the need for fitness in all segments of the community is vital
to the health and stability of all citizens.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS
FOLLOWS:
That the City Manager is hereby authorized to submit an application,
and if approved, accept proposed funds for the "Therapeutic Quick Start Tennis
Program" from America's Promise Alliance's 100 Best Communities. The program
will be funded by a grant in the amount of $100,000 and amend the
Multi-Governmental Fund by the amount awarded and allow funds to cross over
fiscal years.
