SUBJECT: Utilities Relocation for Follow Me Trail - Columbus

Water Works



INITIATED BY: Planning Department





Recommendation: Approval is requested to enter into an agreement with the

Columbus Water Works for the relocation of their utilities near the proposed

bridge on Victory Drive for the Follow Me Trail.



Background: The Follow Me Trail is a multi-use trail that runs from Torch Hill

Road to Cusseta Road. Phase I of this project is currently under construction

and is scheduled for completion in the spring of this year. Phase II is the

construction of the bridge that will cross over Victory Drive. Construction

documents for this phase have been completed and approved by the Georgia

Department of Transportation (GDOT) and is scheduled to go out to bid by

March. In order to meet this timeline, the city must show that it has

coordinated the relocation of any utility within the project area. The

Columbus Water Works has informed the city that it will be necessary to

relocate some sewer lines and other construction conflicts on this site.



Analysis: This work is required for construction of the bridge over Victory

Drive for the Follow Me Trail.



Financial Considerations: The Columbus Water Works has submitted a cost of

$81,000 for this utility work. Funding is available under the South Lumpkin

Multi-Use Facility project, which is a part of the Transportation Investment

Act program.



Projected Annual Fiscal Impact Statement: Any future maintenance work to be

performed on these utilities will be the responsibility of the Columbus Water

Works.



Legal Considerations: The City Attorney has reviewed and approved this

utilities agreement.



Recommendations/ Actions: Approval is requested to enter into an agreement with

the Columbus Water Works for the relocation of their utilities near the

proposed bridge on Victory Drive for the Follow Me Trail.











A RESOLUTION

NO. _____

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH THE

COLUMBUS WATER WORKS FOR NEEDED UTILITY RELOCATION FOR THE CONSTRUCTION OF THE

FOLLOW ME TRAIL BRIDGE ACROSS VICTORY DRIVE.

WHEREAS, the city is currently constructing the "Follow Me Trail", formerly

known as the South Lumpkin Multi-Use Facility, under the 2012 Transportation

Investment Act; and,

WHEREAS, the trail will require the construction of a bridge to allow users to

safely cross over Victory Drive and require the relocation of certain utilities

near this structure.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to enter into an agreement with the

Columbus Water Works for relocation of certain utilities as associated with

this project, at a cost not to exceed $81,000.
