SUBJECT: Juvenile Court Carryover Request
INITIATED BY: Samantha Cannon, Juvenile Court
Recommendation: Approval is requested to use $50,000 of fiscal year 2016
salary savings and $20,000 in operational savings from Juvenile Court to fund
construction costs related to converting space allocated to Juvenile Drug Court
into a second juvenile court courtroom and second judicial conference room in
fiscal year 2017.
Background: Funds have been appropriated by Council to Juvenile Court for
personnel and operational expenses in the fiscal year 2016 budget. However, a
total of $70,000 in salary and operational savings has been identified and can
be used to fund the construction project that will create a second juvenile
courtroom and second judicial conference room in Juvenile Court.
Analysis: Muscogee County Juvenile Court is requesting to use salary and
operational savings for the purpose of funding the conversion of Juvenile Drug
Court space into a second juvenile court courtroom and a second judicial
conference room.
Financial Considerations: Juvenile Court is requesting $70,000 in salary and
operational savings be carried over into FY17 to fund this conversion
construction project request.
Legal Considerations: Council is required to approve the use of $70,000 in
salary and operational savings to be carried over into FY17 for this conversion
construction project request.
Recommendation/Action: Approve the request to carryover $70,000 of fiscal year
2016 salary and operational savings into fiscal year 2017 for the construction
of a second juvenile court courtroom and second judicial conference room.

A RESOLUTION AUTHORIZING JUVENILE COURT TO USE AND CARRYOVER $50,000 IN SALARY
SAVINGS AND $20,000 IN OPERATIONAL SAVINGS FROM FISCAL YEAR 2016 TO FISCAL YEAR
2017 FOR THE CONSTRUCTION OF A SECOND JUVENILE COURT COURTROOM AND JUDICIAL
CONFERENCE ROOM.
WHEREAS, salary and operational savings in the amount of $70,000 has
been identified in the Muscogee County Juvenile Court budget from the fiscal
year 2016; and
WHEREAS, there has been a drastic increase in number of dependent case filings
within the Juvenile Court; and
WHEREAS, the number of hearings from the increased dependent case filings and
juvenile code reform demands the availability of a second courtroom,
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY RESOLVES:
That the City Manager is hereby authorized to allow Juvenile Court to use and
carryover a total of $70,000 in salary and operational savings to construct a
second court room and second judicial conference room in fiscal year 2017.
