SUBJECT: Recover Act: Edward Byrne Memorial Competitive Grant Program
INITIATED BY: Juvenile Drug Court
Recommendation: Approval is requested to submit and if approved accept a
grant in the amount of $248,270.00 for a 24 month period or the approved amount
from the U.S. Department of Justice, Office of Justice Programs' Bureau of
Justice Assistance, for the operation of the Juvenile Drug Court Program.
Background: The Muscogee County Juvenile Drug Court has been in
operation since September, 2001 and has provided services to 499 youth and
their families. Of the 499 participants, 250 have successfully completed the
program and only 29 have reoffended. This represents a sustained recidivism
rate of only 15 percent.
The Bureau of Justice Assistance under this solicitation is supporting
communities in the prevention of drug abuse and crime and is also supporting
problem solving courts.
Analysis: The Muscogee County Juvenile Drug Court has had a positive effect on
the juveniles and families served in particular and the community at-large in
general by reducing juvenile drug use, juvenile criminal activity and
encouraging participants to become productive members of society.
Federal funds will be used to provide continuation of services and enhancement
of services through the Juvenile Drug Court. A contractual case manager,
contractual counselor, and contractual program evaluator will be funded with
these funds. Funds will also be used to purchase a 15 passenger van.
Services that will be funding will include psychological evaluations and
surveillance via GPS Ankle Monitoring, Travel will also be funded for 2
Department of Justice Grant meetings and for the National Association of Drug
Court Professionals Annual Training Conference.
Financial Considerations: There is not match requirements
Legal Considerations: The Columbus Consolidated government must meet the
Recovery Act Reporting Requirements.
Recommendations/ Actions: Authorize the City Manager to submit and if approved
accept a grant from the U.S. Department of Justice, Office of Justice
Programs', Bureau of Justice Assistance in the amount of $248,270.00 for a
period of 24 months, or the amount awarded/approved amount by the grant for the
operation and enhancement of the Juvenile Drug Court Program and amend the
Multi-Governmental Fund by the like amount.

A RESOLUTION AUTHORIZING TO SUBMIT AN APPLICATION AND IF APPROVED ACCEPT A
GRANT FROM THE U.S. DEPARTMENT OF JUSTICE, OFFICE OF JUSTICE PROGRAMS' BUREAU
OF JUSTICE ASSISTANCE FOR THE COLUMBUS/MUSCOGEE COUNTY JUVENILE DRUG COURT AND
AMEND THE MULTI-GOVERNMENTAL FUND BY A LIKE AMOUNT.
WHEREAS, funds have been made available from the Recovery Act: Edward Byrne
Memorial Competitive Grant Program, for the purpose of supporting communities
in the prevention of drug abuse and crime and supporting problem solving
courts; and,
WHEREAS, funds received would fund a contractual case manager, contractual
program evaluator and contractual counselor, a 15 passenger van, provide
surveillance by GPS Ankle monitoring, psychological evaluations and provide
travel and training as required by the grant and specific Drug Court training;
and,
WHEREAS, the Juvenile Drug Court is requesting $248,270.00 for a 24 month
period with no cash match required.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to submit an application
and, if approved, accept a grant from the US. Department of Justice, Office of
Justice Programs' Bureau of Justice Assistance for $248,270.00 for a period of
24 months or the amount approved by the grant to fund the Columbus/Muscogee
county Juvenile Drug Court; and amend the Multi-Governmental Fund by a like
amount.
Introduced at a regular meeting of the Council of Columbus, Georgia, held
