SUBJECT: Georgia Department of Early Childcare/Learning Grant -
Bright From The Start
INITIATED BY: Columbus Parks and Recreation, Community Schools Division
Recommendation: Approval is requested to submit an application and if approved
accept $140,000 or the amount awarded from the Georgia Department of Early
Childcare and Learning Bright From the Start Program to continue the Child and
Adult Care Food Program and amend the Multi-Governmental Grant Funds by the
amount awarded. The grant will cross over 2015 and 2016 Fiscal Years.
Background: This program is designed to offer nutritious snacks daily to
the youth of Columbus enrolled in established Before and After School Programs
in the city of Columbus operated by the Community Schools Division of Columbus
Parks and Recreation.
Analysis: Bright From the Start is funding this grant at no cost to the
Department of Parks and Recreation or the City of Columbus and approve to
continue the sole source contract with the Muscogee County Nutrition Department
to continue for service to ensure that state and federal nutrition guidelines
are followed. This grant is a continuation of grant funding that was received
during 2015 fiscal year and will continue throughout fiscal year 2016.
Financial Considerations: The grant amount will be up to $140,000 for the
Child and Adult Care Food Program (snack). The City is not required to put up
any matching funds to participate in this grant and funding will be handled by
reimbursement.
Projected Annual Fiscal Impact Statement: None
Legal Considerations: Council is the approving authority for all resolutions.
Recommendations/ Actions: Authorize a resolution to accept funds up to the
amount of $140,000 from Bright From the Start Program for the Department of
Parks and Recreation to participate in the snack reimbursement program grant
annually 2015 through 2016.

A RESOLUTION AUTHORIZING TO SUBMIT AN APPLICATION AND, IF APPROVED, ACCEPT UP
TO $140,000 IN GRANT FUNDS FROM THE GEORGIA DEPARTMENT OF EARLY CHILDCARE AND
LEARNING PROGRAM. BRIGHT FROM THE START FOR THE USDA CHILD AND ADULT CARE FOOD
PROGRAM, WHICH WILL BE A PART OF OUR AFTER-SCHOOL PROGRAM THROUGHOUT THE YEAR
AND ALSO AUTHORIZING THE MUSCOGEE COUNTY SCHOOL DISTRICT'S NUTRITION DEPARTMENT
TO ACT AS THE SOLE VENDOR FOR THE PROGRAM FOR FISCAL YEAR 2015/2016.
WHEREAS, the Before and After School Program administered by the Columbus Parks
and Recreation Department offers activities to youth; and,
WHEREAS, the Columbus Parks and Recreation Department Community Schools
Division administers the After School Program in 22 locations throughout the
city during the school year; and,
WHEREAS, the need for wholesome recreational, educational, and enrichment
activities are offered to participants with nutritional components included
with meals; and,
WHEREAS, we are requesting to continue contracting with Muscogee County School
District School Nutrition Department to ensure compliance with state and
federal guidelines, policies, and procedures on nutrition and proper portion
sizes; and,
WHEREAS, the need for nutritional after school snacks, intercession, and camp
meals are vital to the health and stability of all youth.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to submit an application and if
approved accept a grant in the amount of $140,000 or the amount awarded for
snacks provided for the Child and Adult Care Food Program from the Georgia
Department of Early Childcare and Learning Bright From the Start and amend the
Multi-Governmental Fund by the amount of the grant. Grants will cross over the
City?s fiscal year 2015 and 2016; and,
II.
Authorize a sole source contract with the Muscogee County School Nutrition
Program for preparing meals in compliance with state and federal guidelines.
