WHEREAS, on June 26, 2014, the U. S. Army has released a Supplemental
Programmatic Environmental Assessment which sets criteria to determine whether
to eliminate specific numbers of Fort Benning, Georgia Department of Defense
civilian employees, defense contractors and soldiers as well as ?in-total? the
soldiers, Department of Defense civilian employees and defense contractors
assigned to or employed by the 3rd Armored Brigade Combat Team of the 3rd
Infantry Division;
WHEREAS, overall approximately 13,860 jobs are at stake, including 9,493
soldiers, 1,274 Department of Defense civilian employees, 1,173 defense
contractors, as well as another 1,918 induced lost jobs based on lost demand
for goods and services; the total potential regional residential losses rise to
some 27,111 when including family members;
WHEREAS, projected economic impact loss of the above is $627 million in annual
income, $727.9 million in lost annual sales and between $8.1 million and $9.9
million in lost annual tax receipts, thus providing an approximate economic
loss of potentially $1,363,900,000 identified in the information extracted from
the U.S. Army?s Supplemental Programmatic Environmental Assessment;
WHEREAS, the Army has already committed some $3.5 billion to date upgrading
Fort Benning and the Regional Columbus Community has spent over $3.2 billion
dollars on family lodging, education and utility infrastructure supporting Fort
Benning growth, and the federal government should not squander such taxpayer
investment;
WHEREAS, this Council strongly opposes any effort to reduce the strength of
Fort Benning, Georgia, the elimination of the 3rd Armor Brigade Combat Team or
its movement from Fort Benning and urges all Columbus citizens and other
interested persons to contact their Congressional Representatives to oppose
such a measure as well as provide your comments opposing this effort to the
U.S. Army Environmental Command;
WHEREAS, not later than August 25, 2014, written comments in opposition to such
a reduction must be received by the U.S. Army Environmental Command Attention:

San-Antonio-Fort Sam Houston, TX 78234-7664 or emailed to
usarmy.jbsa.aec.nepa@mail.mil .
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY RESOLVES:
We hereby express our strong opposition to any effort to reduce the strength of
Fort Benning, Georgia, the elimination of the 3rd Armor Brigade Combat Team or
its movement from Fort Benning and urge all Columbus citizens and other
interested persons to contact their Congressional Representatives and the U.S.
Army Environmental Command to oppose such a measure. Let a copy of this
resolution be forwarded by the Clerk of Council to the above address and each
member of our federal legislative delegation.
