SUBJECT: Grant - Georgia Trails and Greenways



INITIATED BY: Parks and Recreation Department





Recommendation: Approval is requested to submit an application and if approved,

accept funds from the Georgia Department of Natural Resources to provide

signage and trash receptacles along the Columbus Multi-Use Bikeway and

Pedestrian Trail and to amend the Multi-Governmental Fund by the amount of the

grant awarded. The grant amount requested is $100,000, or otherwise awarded, to

be used to offset funds already committed to this trail system through SPLOST

allocation.



Background: The purpose of the program is to provide and maintain recreational

trails while benefiting the environment, restoring natural pathways and the

beauty of Columbus and to provide the community with alternative means of

travel in the City of Columbus, thereby saving the environment with less

emissions and reliance on fossil fuel.



Analysis: The Rails to Trail Program is recognized and authorized by the U.S.

Congress, the U.S. Department of Transportation, Department of Natural

Resources and the Governor of the State of Georgia. There is currently $6

million dedicated to alternative transportation projects in our city.



Financial Considerations: The grant amount requested is $100,000 for the

Department of Parks and Recreation. The state will reimburse 80 % of the design

and purchase of signage and receptacle costs. With funds dedicated and

committed to the 6.37 mile corridor. The reimbursement of $100,000

reimbursement will be put back into city funds. This grant will cross over the

fiscal year.



Recommendation: Authorize a resolution to approve the City to submit an

application, and if awarded, accept a grant from the Georgia Department of

Natural Resources for the Department of Parks and Recreation to design,

purchase and place signs and trash receptacles along the 6.37 mile Phase I

bikeway and pedestrian trail and to amend the Multi-Governmental Fund by the

amount of the grant awarded.
