MINUTES # 07-09
The Columbus, Georgia, Board of Tax Assessors met Monday, February 23, 2009 at
9:00AM with Chairman William Braxton, Assessor Richard Stallings, Assessor
Lawton Grantham, Assessor Ann Grantham and Assessor Pat Hunter present. Also
present was Chief Appraiser Betty J. Middleton.
Assessor Ann Grantham made the motion to approve Min#06-09. Assessor Lawton
Grantham seconded the motion. Motion carried unanimously.
The Board approved assessment corrections for real estate.
The Board also reviewed and approved VA letters of application for VA homestead
exemptions for 2009 (Parcel Ids 066 006 035 and 096 045 002).
The Board reviewed a request for non-taxability submitted by Morningside
Baptist Church of Columbus, Inc. for Parcel ID 082 042 001. The application was
field reviewed by a staff appraiser and he recommended non-taxability. Assessor
Ann Grantham made a motion to grant tax exempt status for 2009; Assessor Pat
Hunter seconded the motion; motion carried.
Met with Mr. Boutzon representing Columbus Permanent Supportive Housing I, Inc.
requesting non-taxability for property located on Buena Vista Rd (Parcel ID 049
007 001). Mr. Boutzon stated that they are a subsidiary of the Housing
Authority of Columbus, GA. He said they work with citizens in need, which are
referred to them by New Horizon and are thoroughly screened by the Housing
Authority for Section 8 rent subsidy. He also said they receive funds for
citizens in need from Georgia Dept of Community Affairs and the State Dept of
Community Affairs. He stated that New Horizon has no interest in the project.
The decision was delayed until an opinion is received from the City Attorney.
Mrs. Johnson with Abundant Life Fellowship Covenant Ministries, Inc. had an
appointment; however, did not appear. (Parcel ID 025 018 003)
Met with Residential Division Manager Bob O?Brien, reviewed and approved the
following:

Res Div Mgr Bob O?Brien shared with the Board information he found out
attending a seminar concerning the Forest Land Protection Act of 2008 and its
relationship with the Tax Assessors? and Tax Commissioner?s Offices.
Met with Commercial Division Manager Linda King, reviewed and approved the
following:
Multiyear Map Split: 1
Multiyear Permit: 2
The Board had a lengthy discussion concerning billboards and deeds not
complying with the UDO. Will review and request GIS to create a layer for Tax
Assessors? Office, so we can identify and tax property owners correctly.
Met with Personal Property Division Manager Oliver Juhan, reviewed and approved
the following:

Approval of Freeport Application
Only: 2
Prop Div Mgr Juhan discussed with the Board an upcoming meeting with Attorney
Mize.
